[color=#ff6600]The New York Liberty Systems Directive
With the Liberty system being our primary system to smuggle & sell our Cardamine products, it is in the best interest of the people of the Outcast Commonwealth, and it's economy, to use stealthier tactics when entering Liberty or New York.
There fore, No capitol class ship ( Destroyer class or larger) may enter Liberty System with out written consent of the Council of Ministers. With the following exceptions:
<div align="center] A single Destroyer class ship may escort a [color=#ff9900]minimum of 4 Cardamine or export product ships (transport size of 1000tons minimum) to Liberty System. It must remain out of all traffic lanes & try to remain hidden & may only fire in defense or in defense of the ships it is escorting. A maximum of 2 fighters may also escort with the Destroyer.
<div align="center] If attending an event in the Connecticut System. Where as you should inform the local authorities of your destination.
These will be the only exceptions to the directive. Any other capitol ships caught venturing into Liberty System with out written consent of the Ministry will be punished with heavy fines, banishment, or destruction of ship. Any registered capitol ship violating the directive will have it's registration revoked & face the pre mentioned penalties.
[color=#ff6600]Rhineland Systems Directive
With Rhineland holding no value to the Outcast Commonwealth what so ever. All Outcast ships should avoid entry into the Rhineland Systems unless authorized by the Council of Ministers.
The only exception would be if in pursuit of an enemy vessel, In which case you may enter to finish off enemy vessel if you can catch it with in the first 20 kilometers of entering system. After 20 kilometers you must break off & exit the system. You must also exit the system if told to do so by a Rhineland Authority.
[color=#ff6600]Nomadic Systems Directive
The Outcast Commonwealth has just recently re-established communications with the Guardian Spirits also known as Nomads. This is a fragile time for us, as we try to negotiate terms with this superior race.
Therefore access to the Nomadic Systems is [color=#ff0000]HIGHLY restricted. Only ships authorized by the Council of Ministers may enter these systems. Hopefully , with further talks, this may change to benefit all Outcasts.
[color=#ff6600]Allied Systems Directive
With the Outcast Commonwealth having limited allies, It is in the best interest of all Outcast's to abide by the following suggestions when visiting an allied system.
<div align="center]Remember you are a guest in their system treat them with the respect they deserve.
<div align="center]Follow their commands as if they was given by the Outcast Commonwealth unless they conflict with our laws and goals
<div align="center]Offer aid and assistance when the situation calls for it.
<div align="center]Offer goods and or services to them to assure good relations
<div align="center]Respect their laws and regulations
<div align="center]Pay some sort of tribute to them if you should make a profit in their zones of influence
[color=#ff6600]Hostile Systems Directive
As the Outcast Commonwealth has acquired many enemies, This directive gives any and all Outcast citizens permission to venture into enemy territories to inflict as much damage as possible & to loot what ever resources can be found.
The only condition would be to announce your attack upon an enemy ship or structure. Taunting them before opening fire is far more honorable than merely attacking with out warning. Remind them of the lowly wretches they are & then show them why the Outcast Commonwealth & it's citizens are superior to them. Taking prisoners is also rewarded.

Not all Outcast citizens are born into wealth & own land to produce the Cardamine that brings us profit.
Piracy is an acceptable means of profit in the eyes of the Outcast Commonwealth. As we do accept piracy as a way to make a living, we the Ministry do have some guidelines that should be followed.

Make reasonable demands upon your victims. Demanding 5 million credits from a ship that carries nor more than 2000 tons of cargo is absurd.
Do not strike the hand that is feeding you. Inflicting heavy damage to a ship that is willing to or has paid you is affecting your pocket as well, If they have to pay for damage, the less funds they have to give you in the future.
Pirating ships carrying Cardamine or exports from Malta or imports to Malta are forbidden
Piracy in Omicron Alpha is forbidden
Piracy in Omicron 64 is forbidden ( Per Shadow Outcast Brigade)
A contribution should be donated to allied forces if you pirate in their zone of influence to assure good relations
[color=#33ff33]Smuggling Laws
As with Piracy, Smuggling is an acceptable meens to make a living in the Outcast Commonwealth.
The Council of Ministers recommends the following practices for smuggling ship captains.
<div align="center]Hire escorts. Some provide this service for a very reasonable fee. It helps maintain our economy & helps assure your profits as well
<div align="center]If asked, donate some of your cargo to allied ships when visiting their zones of influence. They never ask for mush, usually 100 tons or less. But shows our gratitude for their services & more than likely will assure you a safer travel through their areas.
<div align="center]Report all ships that try to halt you or take your cargo. As well as any ship that causes damage to your vessel as we can add these fools to a list to be hunted .
<div align="center]When possible, travel in groups. There is strength in numbers.
<div align="center]Respect the owners & authorities of bases & stations you deliver your products to.

We Outcasts are a close networked family. Some may have differences of opinions, but we always back each other & defend our home.
Below you will find some simple common sense laws that all Outcasts should follow.
[color=#33ff33]1. Aid and respect one another
From a rookie pilot up to a Dreadnought Captain, we all should strive to assist our brethren when and where ever needed. All should be treated with respect regardless of status. Faction & Independent alike, we are all Outcast.
[color=#33ff33]2. Protection of our economy
Smugglers of most types should be allowed free access to and from Malta to haul our lifeblood, Cardamine, through out the reaches of Sirius. Pirating ships that haul our Cardamine or bring us much needed items such as slaves, mox, engine parts, etc. would be seen as an attempt to harm our way of life & greatly discouraged. All freight ships leaving Malta should be encouraged to haul our Cardamine when leaving our system.
[color=#33ff33]3. Defending our home
As we have many an enemy, defense of our properties is always a must. But firing on unknown ships may cause incidents that may harm our trade & economy. Always be sure of the identity of foreign ships in our space. Later in this guide, you will find a list of known enemies to the Outcast Nation thatshould be chase away or destroyed if needed.
[color=#33ff33]4. Education of newer pilots
New pilots to the Outcast way of life should always be greeted warmly & helped when needed to assure their abilities to preform as a respected member of our family. The Council of Ministers has made arrangements with the main military factions & support groups to assist new pilots in missions & education when asked. They are more than willing to do this to help preserve our way of life.
[color=#33ff33]5. Interaction with the Nomad species
In the past, Outcast worshiped these beings. Looking at them as Greater Spirits that protected our dead. Some still follow this practice, other have moved on to acknowledging them as entities that appear now & then for what ever reason. They are to be respected, yet dealt with using caution. The Hunting and killing of these "Nomads" is porhibited by the Outcast, as they do no harm to us, so shall we not inflict harm upon them unless in self defense. Use of their technology should be used sparingly and with their consent. They should be notified if a foreign party is doing them harm in our systems so that they may deal with the party involved.
[color=#33ff33]6. Use of non Outcast ships
We Outcast produce some of the finest ships through out all of Sirius. Most are available to all Outcast pilots. However, some pilots may wish to use ships of foreign design. It is a common sense practice that non Outcast ships flown by Outcast pilots have the permission of the allied party that manufactures the ship before purchasing & operating it. The use of enemy ships is discouraged unless approved by the Autonomous Departmental Managers of Interstellar Navigation(A.D.M.I.N.) and the Council of Ministers
[color=#33ff33]7. Use of non Outcast Weapons
We as Outcast also produce some of the deadliest weapons known through out Sirius. How ever, some pilots prefer to use weaponry from allied sources, neutral entities, or special enhanced 'Codename' weapons. Weapons produced by our enemies is highly discouraged with out special permission from the afore mentioned A.D.M.I.N. and the Council of Ministers.
[color=#33ff33]8. Use of odd & foreign languages
Communications between Outcast & allied ships should be of clear and concise content.
Using coded foreign words such as "LOL" , 'OMG' , and the like are seen as possible code language used by our enemies. Conversations that do not protain to Outcast business should be done so in a private communication link.
[color=#33ff33]9. Pirating
Not all Outcast are rich, Cardamine field owning citizens. They must do what they need to survive. Pirating is one of the most common of these practices. The Outcast look upon this as an honorable meens to support ones self. However, pirating of ships carrying our products or needed supplies is highly discouraged as it effects our economy.
[color=#33ff33]10. Violent use of force against fellow Outcast
The destruction of fellow Outcast is regarded as a serious crime against our people. One should do what they can to explain our ways of life to confused brethren with out destroying him or her. There are however, instances when force must be used to remove a Outcast who refuses to abide by our common practices after repeated attempts to try to educate the pilot. Destruction of an Outcast should only be used as a last result after several failed attempts to educate them.
[color=#33ff33]11. Curtsy & Respect towards our alliances
Outcast have very few & limited allies. To keep these alliances, any & all Outcast should make attempts to assist our allies when needed. Everything from helping them to fend off their foes, to donating some of your Cardamine to them if they ask, is good gestures that will help to strengthen our bonds.
[color=#33ff33]12. Needed items for survival
As an Outcast, we have one dire need that is unavoidable, Cardamine, a supply of it should be in the cargo hold of each & every Outcast tagged ship.
As well with capitol ships, crews and supplies such as food, water, & Cardamine should be in your cargo hold, as 1 person can not operate a large ship on their own & supplies needed to keep them alive should also be on board.
[color=#ff6600]Common Sense Practices of Outcasts
Your duty as an Outcast is to uphold and administer the laws set by the Council of the Ministers and the Maltese Government, assist the military factions in defense and security of Outcast properties, and monitor activities in Maltese space. It is generally much preferable not to overuse this power and command by respect rather than fear. Be gentle when issuing orders, and do not issue more than necessary.
On some occasions you will encounter a pilot who is confused of his state; he will spout 'OoRP' chat into system communications and may be carrying guns that are not standard Outcast fare, such as Corsair Salamancas, Bounty Hunter Reavers, Nomad blasters, or even flying a ship that is not appropriate, such as a Hammerhead, a Viper or a Titan. It is important not to try to contact these pilots over System communications; you should preferably speak to them over secure channels, using //OOC//-marked transmissions, and explain, among other things:
* That they are on a Role playing server.
* That this server is very strict in its Role playing, and that they are breaking some of the cardinal rules of RP here.
* That they should avoid Out of Role play chat in system chat.
* That their ship choice and load out should generally match their tag and ID.
If these measures are unsuccessful you should take photographic evidence of their misdemeanors, either via the 'Print Screen' controls or an Image Recording module such as Fraps or Xfire, and upload these to a Image Storage Server (such as Photobucket). Submit these to the Discovery GC Administrators via the 'Rule Violation Reports' sub forum with proper documentation of the code these confused pilots have broken; the Administrators, if the case warrants action, will often impound the pilots ship and temporarily administer them to a mental institution, where corrective measures can be taken.
If a confused pilot becomes hostile, you are authorized to open fire on him and destroy his ship, and invite all non-military forces to do the same. If sensor echoes occur, use your image capture modules and submit to the Administrators.
There are instances where, by some misfortune, a captain and his crew may become mentally deranged, or even simply mutiny. It is important in these situations to be on your guard, and why every pilot is strongly advised to purchase a bomber. These ships comm systems will frequently emit 'OoRP' transmissions and exhibit behavior illegal both under Maltese and Server-Universal law. It is important to use your screen-capture modules and follow the reporting procedures as defined in these instances. At first these vessels should be treated like confused pilots, but additional measures must be taken; they must be advised to meet all the registration requirements for their capital ships at the Capital Ship Registration Bureau which is controlled by the Council of Ministers
Should a vagrant capital ship become hostile, use any measures necessary to destroy it. Sound the alarm, call the bombers and request the assistance of all military and independents in removing it. Either way, it must be destroyed.
As the sole exporter of Cardamine we often have haulers pass through our space, importing valuable components such as alloys, medical supplies, engines and so on and so forth, and exporting the Orange Gold. These traders should generally be scanned before allowing docking rights, though this is not generally necessary. If a trader is extremely petulant you have the authority to demand he drop his cargo and pay tax. If he refuses you may open fire. Situations like this should generally be avoided, though, as this is bad for public relations in general. If it is necessary, though, use the authority given you.
The opportunity may often arise to rally Outcast forces of sufficient strength and attack various targets of opportunity without extensive planning; in this case, you are authorized to attempt to rally all available Outcast forces, excepting large capital ships if there is not ample fighter/bomber support to protect them, and attack said targets of opportunity. Target areas will be categorized by region.
