The biodomes may very well be owned by synth foods and not the BHG. In fact, I am somewhat certain they are. The BHG control the station, that doesnt mean they own all of it. In addition to being a Kishiro factory that exists to manufacture cheap consumer goods that can rival the very low prices of Liberty consumer goods it also serves as a transfer point for goods being moved between the houses. Kusari corps dont like shipping out of Kusari and all of Kusari doesnt like foreign corps shipping in, at least that's how it was back in 801, and how a lot of rumors still pin it.

I think it's already plenty interesting. Also Kusari would be very hesitant to let any foriegn power control a base in their territory. The only reason interspace got away with it is because Kusari owed them big time for financing all the gate and lane construction.
Do note that Kusari has currently outsourced its Junker issues to the BHG|. They did have their scuffles earlier, but those were resolved diplomatically. The BHG retain the same rights in Kusari as they did in vanilla... that is, operation only within Shikoku. Disturbances have occurred, but the relations between the BHG and House Kusari are not terribly different from what they were in vanilla... perhaps they've even become warmer, as a Guildmaster was recently appointed for Kusari operations.
If Deshima was to not be BHG anymore for whatever reason, it would not be "moved". It would be run by someone else (most likely the KSP). The BHG, then, might consider building another base... but if Kusari kicked the BHG out, they'd have no reason to work within Kusari, and would probably build something in Liberty. Except... they already have substantial offices on Houston, so that isn't really necessary.
If a BHG base were to pop up somewhere, it would most likely be either A) Tau-37, B) Omicron Beta/somewhere in the Sigmas, or C) somewhere near Omega-55. Somewhere the Core has interests, that is.
