I got rule lawyered once for RPing a Freelancer who dislikes Outcasts. Seems like they can kill your mother and wife in front of you, but without a bounty you can just cry in your corner of the cockpit. But I guess abuse brought us to this?
I read through the server rules two or three times to confirm.
After scanning again and again the only engagement restrictions I can see are these, summarized for conciseness:
1) An attack must be the result of some RP.
2) No attacking characters below level 29 (with some exceptions)
3) No re-engaging after PVP death for 4 hours.
4) Trade vessels may not be destroyed without a demand, and never by cruisers or larger. Implicit here is that only characters allowed to pirate/enforce laws may make such demands where it makes sense to do so.
No where do I see a rule disallowing players from picking a fight, or at least attempting to, as long as it is properly RPed and there is no aggression towards a trade vessel. Anyone know if I've missed something here?
That makes sense Snak3. I guess I've always interpreted that to mean you can't attack someone claiming there is a bounty that doesn't exist, but that you can still try to pick a fight otherwise.
If instead it means you can't attack or RP to try and fight at all unless there is a bounty in place or it expressly allowed by ID, that's something quite different. The wording of it all seems strange to me if this the case. Taken to it's illogical extreme for example, I don't see a clause in the IDs that would allowed navies to attack each other (unless the are "terrorists" in foreign houses). For comparison, BHG Core and Order IDs expressly state they can attack each other.

Well, due to Freelancers/Mercs freedom, devs/admins/higherbeings decided to remove the "Can engage X/Y/Z in their ZOI" from it, thus making it Bounty or sanction. Alternative is entering an already existing fight if bribed to do so. So yeah, the lack of a line saying you can is what stops you.
Technically it's ID first but why report someone if you don't have a problem with their RP? I suppose it would be beneficial to explain to them that you were perfectly happy with the way they acted but another player might report them purely out of spite.
Once my ptrans was chased and fired upon by an IMG cruiser in perfect understanding. I even survived it with 2% hull and no regens. There were many bystanders, but it never occurred to me that a third party will report. And if they did? All that the cruiser-captain should have done is to post a screenshot of my line in his sanction-thread where I said: //it's ok, shoot me, I don't care about that rule. I was also ready to defend him there.
Bottom line: Bystanders doesn't care, and if they do, I bet they don't say the last word. Consent seems to beat all rules. (otherwise we should report everyone who practices against his faction-mates) :)

Well that sux, as far as the freelancer is hostile to the OCs he can shoot them at will with proper RP. Just ignore people who rule lawyer you.
Same as slaver- you can freely engage the bounty hunter.
The bounty hunter however must have valid bounty on the target in order to attack it.
Why the bounty hunter ID is a bit restricted- well they have guns and ship-line on their disposal, the others must use civilian stuff.
I dont know since when this is changed and why?
