Your stated solution makes no sense, Pipsqueak.

No bonuses are needed during peak times as there are already plenty of players forming convoy's. If you aren't finding any perhaps you should align yourself more closely with a few factions. For example, you could fly a freelance ID but wear a Samura IFF. You are more likely to get into Samura's convoy's that way.

If anything, and I don't agree with any bonuses, the off times are what should be promoted. We don't need to make the busy times busier, we need to make the inactive times busier.
