The Mjolnir is an SHF. The other house police factions don't have any SHFs to use. That would be why they didn't get any.

If you record or get someone to record comments for the npcs to make, I can put that in. Right now they use generic lib Corp comments. If you do actually work on this, I'll need to see any scripts of what will be recorded.
This offer goes to any other factions too. No guarantees on it being in the initial .86 release.

It probably won't be released any time soon. And no, only members of the dev team get access to it. No-one else can use it offline or otherwise until the public beta is released.
