Go - why not? Matter of giving or not giving the off. status for faction is, from what we all know, is determined by admin team basing mostly on ingame\forum inrp activity. If it will be something fitting and contributing with enough people involved - you will have a chance.
The written stuff mean not much actually, it's just an oorp description of the faction so we can figure out what you want to pose in game out of yourself.
However at this point the 1st post lacks some crucial points, be it like: What you gonna do? You're picking up a pirate ID, but will you, hm, pirate? Or smuggle? Or maybe you'll be planting flowers all over the Tau?
Do you know for "Roleplay" and did you asked yourself what we do now, besides our ID, does it affects even on Reapers and if it is, how it is affecting. (smoke)
Because only we have Pirate ID, doesen't means that our lore and RP will be ignored.
If it would be like that, Nomads would shoot us on sight.
Actually, I think you should have, at least until you get your own ID, the Outcast ID. Lord knows THEY go all over Sirius as well. (It's such fun running into them in Bretonia ...)
And I think the point being made by Black Heart was that you may consider yourselves 'unknown' to the RoS - but the RoS are going to consider you targets (if for no other reason than that's THEIR RP).

Some of you need to remember that a faction's repuation chart on their faction info thread is how they treat other factions. Not how other factions treat them. I see this in almost every official status thread post; people complaining because the posting faction has their faction set to a rep they don't agree with.
If the Samarran Raiders want to list the RoS as unknown - that is how they will treat them. That is what they are saying by listing them there. You do not get to dictate to them how they will treat you, as a RoS character. you can only influence it by your actions.
I think it is better that they have them listed as unknown until they actually run into them. It means the players behind the faction understand role play. Listing a ton of factions up front who you've not encountered and basing the list off of ooRP info isn't something I like to see. So kudos to Milo for doing it the right way.

What ever. But there is no particular reason in those charts at all since any faction basically got:
1. 1-2 factions they are friendly with
2. 2-3 factions (or something like "House Military") they are hostile with
Other are usually do not cross the way with this faction or the diplomacy determines on case to case basis while encountering with the faction.
So I don't really understand the reason for this huge list, tell us "We shoot those, we ally with those", people will figure out how they should act while encountering you basing on this simple chart. You know. All factions have enemies and friends and their RP, so why to try telling them how you see it if they can find it out themselves.
For instance, If you're friendly with OC so expect the Corsairs to shoot at you on sight. Etc.
The reason for the listing is so that they can display their current status and their possible future status to the community and administration. So, yes, there is a reason for the list. However, they aren't always hard set in stone - role play is dynamic.
It is also informative for the community. "Hey this is our diplomacy. If you run into us, and your XXX you can expect this type of standard interaction."
