Santionlancer is a fail. The lolwuts will keep being lolwuts because they know 1 in like 20 will be reported. Now also like 1 in 20 of those reports will actually be dealt with for various reasons like no time stamps, not following proper precedure and so on. So the lolwuts win, and rule the server ingame.
Now to properly deal with these tools is to actually have a few ingame admins/enforcers or what ever fly around undercover with the power to ban players on the spot, and then file a report. Then until report is dealt with said player stays banned for how ever long it takes.
Now I am sure alot will cry foul, or that is to harsh or what ever. But if you are not breaking any rules? they why would it bother you in any way right?
Learn to fly well and bluemsg them all, then there would be no need of reports. Dead people don't talk.
Today I played like 2 hours and got 2 times angry people on PM complaining how unfair I bluemsged them and how they are gonna report me- one was running trader refusing to pay my demand crying that I shoot him without reason, second one was instantkiled snub that was called to leave the lines that he pirates 2 times before blasting him away- then you just use /ignore function, make some screens to defend yourself if the idiots report you and somehow get sanctioned and move on.
I also saw around 10 other minor rule breakers- helped to one with 3 IDs. I would need 1 hour to sort around 20-30 screens and report 10-15 people if I care about every rule broken- and this is for 2 hours playing. I also feel unjustified harsh to report the Rhino pilot in front of Manhattan for OOC because he said that is it night in his country- I asked him how this is possible because the sun of the system is bright enough- he answered not the system- at home in Romania...
The best way is to ignore/help when you can. I submit reports only versus experienced players that break the rules, they should know better, so called lolwuts are new fresh players- without them the server would die so if we are harsh to them they would leave.
Ignorance is the only way to deal with this.

i agree with you ryoken. Think there should be some undercover admins who play and act on the spot. maybe restrict them to move chars to like bastille. The players who violated it will post on forums. (if admins arent fast enough to post on forum on that actual time. as they are playing too) maybe there will be more fun for admins as well as for players. as most happen ingame.
and peeps will RP more and better then they currently will. as they can get caught more easely
also whoever would be admin in such case. it must be strictly hidden. maybe even a shared forum account for if there where multeple "incognito" admins

Because most people who break the rules are none forum go'ers who dont know the rules and if you start banning them on the spot... Instead of them developing into good players a few months down the line, they will just be banned.

This is true, but sometimes a Zoner whale for example just cannot out fly 4 cruisers, a pair a GB, and some fighters all shooting it without any RP demands. Now yes this has happened to me, i filed, and nothing. That is just an example from what i have seen, i am sure many have similar. No matter how well you fly, you cannot beat that 30-40K from a dockable base.
The system is broken, or IMO the system is weak. It is like using a .22 calibre pistal to try and stop a tank from rolling over you.
Well I must also admit that the sanctions are too mild.
Totally zeroing all of the experienced players that broke the rules is good way to go, however it is quite possible to be victim of malicious reporter (twice happened to me) so then zeroing wont be justified. Sanction thing is hard both for admins and players.
