as i remembeer they attacking bretonians in Cambridge and New london,they cant get even normal to Leeds because there Mollys stopping them or BAF.What can we say about Maggelan - this is far system even for border system of Corsair ZOI.
They starting shot there ships,is it allowed?
I think if they will open fire there - this is mean that they will not be neutral with liberty anymore,liberty not need Corsairs front near their borders.
As i can imagine - Corsairs cant get there and fight,so i think this is was OORP attack in Maggelan. I didnt find any argumentation why\how they can be there.
The answer can be partially found in Corsair laws I believe (which are applied to all Corsairs):

I understand from this that Magellan is out of action for capital ships. Not sure about fighters, I saw them pirating here in the past. Speaking about how they can get here, simply using gates from New London and Manchester (all armies use enemy jump gates sometimes be it RM, LN, GRN or BAF).
They fighting there,they cant go there by RP, because all way was blocked by their enemies - Mollys, LH, OC, LR, GRN, BAF, BPA.
Yes,they can go everywhere like every player, but cannot pew,this is not their ZOI. This is same with Maggelan,they not allowed fight there.

Pirates using Gates is quite different to invading militaries. Not comparable. Using Gates as a pirate is heavily in the region of metagaming.

By this logic, almost all unlawfuls can´t use gates. It make sense theoretically but...I can´t imagine any unlawfuls which are not using gates so they have to fly to jump holes all the time. I will try to say that next time when I will see LR/RHA/Blood Dragons/pirate IDed players do that

We talking about ZOI of Corsairs and their aggression in Maggelan.Not about the gates.

Some sacrifices are made on a daily basis in order to increase interaction/activity. Trying to rules-lawyer every pirate you see won't get you very far, hut if you are aware of the tactics they use, then you can prepare your own tactics to counter or avoid them.
