Listen, it's plain and simple. The Bethelhem Treaty is a tricky piece of document.
First of all, it was written when Penn was shifting ownership. Back then jumpdrive modules did not exist, so the inclusion of capital ships within it's contained restrictions was overlooked, since back then it would take a flight throuh core Liberty systems to get there.
Second, even ignoring the first point, the Treaty itself is shady about the rights of us Zoners within the 5k fire zone. A first reading of the document clearly shows a loophole regarding our rights to jump and moor a capital ship at the station.
Third, and with no intentions to disrespect you Doc, this Treaty is signed by a pretender zoner who tried to kill you if my memory does not fail.
Now, regarding 'nomad artifacts'. This is utter blasphemy. The powerful mystic reliquae which is composed of nothing less but the Five Orbs of Chao was mistaken by LPI officers as K'hara material. These are actually a gift Goddess herself gave to us Zoner Erisians, and the reason I jumped my own mobile Erisian Church to the station was to bless it with this powerful relics.
Ending the part where I can't leave my mouth shut for my own sake, I now continue with what I must, an apology. I sincerely regret having brought such trouble to your already busy desk, and ask for forgiveness. I will pay the fund right away, and promise that my pilgrimage will no longer include Pennsylvania nor any other system 'claimed' by House officials.

I have seen the transmission what you are referring bout doc. But with an extended discussion with Dr. Hodge Van Mojo and some other LPI. We came to the conclusion that this is Zoner space.
This is the full treaty
As you can see Liberty may only arrest known criminals within this NFZ. If they are not known or did not violate any law outside this NFZ they are not allowed to for enforce any liberonian law. As the treaty states within section 2 of it:
"Proof of the criminal's specific crimes must allready be available, before such an action can be taken."
As i see only proof of the 'criminal' meantioned within this issue wich is in this case "Dr. Hodge Van Mojo" wich have kept to the treaty the whole time. Instead of the LPI in this case. As they are trying to invade a part of our sacred space within Sirius. Wich we are proud to charish. We have to obey their own laws, but they have to obey ours too.
As they have made this mistake i would say an appology would be at least what the LPI could do. But with this whole issue i came to a small loophole within this treaty. As our technology these days surpasses it from the past by using jumpdrives. Due to this the treaty is outdated and i suggest that there will become some additional agreement about this issue wich might clear things up. A small suggestion maybe:
- Zoners may use jumpdrives to go to Bethlehem station. after the jump they must go to the station itself and not wander trough penn with anything bigger then a cruiser type vessel.
- Zoners may not jump enemy's of the liberonian government towards bethlehem station. Or to help known criminals escape from liberty.
Maybe even some additions. But this is not my decision to make.

Dr. Mojo, Aurelia DeFrance never tried to kill me. In fact, I'd probably be worth more to her alive than dead. Going one further, that psychotic bitch would probably enjoy watching me suffer in a jail cell than kill me. Fortunately, she'll never get the pleasure since it seems that the rest of her family seems to be a good deal more sensible than she is.
Yes, she signed the Treaty of Bethlehem as a pretender but that is my cross to bear since I appointed her from my death bed. Regardless, Pennsylvania is now held by Liberty and therefore, capital ships will not be present in the system. A few good fighters and a Conference will do a fine job there if needed. Besides, TAZ has no more influence at Bethlehem Station than it does Freeport 1 or Freeport 9, both of which we do not pull formal diplomacy with surrounding people. I tried it once and got nowhere. I would rather focus my efforts on things that I know I can succeed with. Besides, we can't vouch for all Zoners. We don't have a central government, most Zoners don't want one, past ones have failed and we don't need to be held accountable for some indy Zoner who might fight wealth in cardamine trafficking.
Now, Mr. Cole, as to your earlier proposal about acquiring permission for the use of jump drives and such in Baffin. I can agree with that. At least then we can control the riff raff that comes in. After witnessing first-hand a Gallic ship piggy backing with a Zoner ship in Omicron Delta, I think it's a splendid idea.

I'm sadly writing to inform that today, after Richard jumped the Hakim Bey Depot (which I was flying) into Baffin, a pirate appeared and threatened the integrity of the metal monster, while also firing at Malaclypse Freeport to avoid my docking there. Luckily Mal's personnel deactivated the shields for me and the haul was saved.
Hela went after him but he fled to Tau 29, but later returned to fire again at the base.
I suggest unmerciful pentabarfing for this cabagge.
This guy is nuts! He claims that we attacked him when he was demanding cargo from a fellow Zoner. Makes sense to me. Seems he'll be back for more, so watch out for Devastator. Oh, he fles a Gallic bomber.

I had a little time tonight so I brought some Xenobiotic filters to Mal's Freeport. I trust they'll get put to good use.
I also had a long chat with a member of the SR. They have permission to land on Shasta. They also asked about independent Zoners using cruisers and such in House space. I think we've done well to control the sale of the Aquilon. Too bad we couldn't control private sales.

Weird news this times Popes and Poppesses. Today we were hauling pineals to Freeport 1 with Moniek, Richard's wife, when we were stopped by a full Nomad fleet in Cambridge.
These beings threatened us, claiming that we were usually respected as being different from the regular Sirian, but now due to a supposed offence by Richard to them, they consider us the same as the rest of humans. The one talking was a Wilde, the rest were K'Hara vessels.
They let us go in the end, but told us that if we screwed again, we'd pay the consequences.
