This afternoon I was informed of a tragic event that has occurred in the Leeds system, and that has resulted in the destruction of one of our transport ships, the NCC Cadiz, when it was heading towards Scarborough Station, in Newcastle system.

In that incident has been involved a cruiser of your Navy, the RNS-Circaete, which has fired on our ship and destroying it, also causing the deaths of 16 crewmen.

We, despite being absolutely neutral in conflicts that happen between the Kingdoms of Bretonnia and Gallia, understand the commercial blockades that the armed forces of both sides establish sometimes between strategic positions. Therefore we also understand that orders may be given to traders, to not address these strategic positions.

But it is ABSOLUTELY UNACCEPTABLE that your ship commanders give orders to the traders to drop their cargo, as if it were a pirate attack. A cargo that has been paid legally in accordance with all applicable Trade Codes in all Houses, including the Kingdom of Gallia.

And of course we consider a war crime perpetrated against civilians, the destruction of a trader ship by a Navy ship, simply by refusing to be pirated.

As seen perfectly in Communications Channel Log, the commander of the cruiser goes completely crazy to hear that the NCC Cadiz was heading to Scarborough, and no matter what my captain was saying, he open fire to NCC ship indiscriminately destroying mercilessly.

I honestly do not understand the approach of choice that the GRN has to give the command of his capital ships, when we see disasters like these.

The Zoner Confederation, and more specifically the NCC, are absolutely neutral in these wars, and we understand the difficulties that arise from them, but we don't accept piracy actions from law enforcement officers, no matter which faction they belong.

We expect a sincere apology, and some kind of penalty for that barbarian who for some reason is at the controls of a powerful Royal Cruiser.

Yesterday afternoon, another vessel of the NCC, the NCC Cádiz II, was destroyed in the same place as the previous, by two members of the Royal Navy (GRN|Pauline.Valence and GRN|Mottiere.d'Autoine), causing the death of another 10 crewmen. That ship was carrying a cargo of Basic Alloy to Scarborough Station in Newcastle, with the intention of exchanging it for Super Alloy to sell in New Berlin.

The captain of the NCC Cadiz II, had the good idea to communicate with the headquarters of the Curia of the NCC and broadcast every the conversation with his officers in live to us, so we have every word that is pronounced. I understand that your pilots also recorded what was said, so I will attach only parts that I find interesting.

After seeing repeatedly the log, and after consulting with our Legal Division, we have concluded the following:

1- My Captain identified hiself without any problem for what it was, for whom he worked, where he was going, what he planned to do with his cargo, and what was the purpose of his business.

2- Your pilots treated him from the start like a smuggler without even serve his explanations.

3- Your pilots denied to be officers of the law, but they said to be entitled to exercise the law, which legally is known as paramilitary forces.

4- My Captain offered to go to another station / planet, placing Leeds as an example, but could be any other. Your pilots only had to escort him to where he wanted, or simply deny entry to Newcastle, which they didn't, and abusing their power and superiority they wanted to force him to throw a cargo that did not belong to him, because belong to the NCC, and therefore he was not allowed to drop it.

5- My Captain told your pilots that if GRN had any problems on the NCC do some kind of trade with Bretonia, they should inform the NCC Minister of Economy and Trade, me. Your pilots took it to laugh, deciding for themselves diplomatic action for which are unable to decide by the laws of the Kingdom of Gallia, and this considering that they are officers of the law, as though they denied.

6- My Captain tried to explain to your pilots that he didn't know who was the owner of the Scarborough station, but your pilots did not believe him, and killed him for it. My pilots are usually simple employees, as was the case, that no have further information about their routes that where they need to go and what they have to deliver. Your pilots could have contacted me, as my Captain told them to, but they chose to shoot.

For all this, proved by the recovered images and the recorded transmission, the New Covenant Church has enough evidence to present a criminal legal demand against the GRN in the Royal Courts of His Majesty King Charles XI, with the following charges:

Piracy, violation of civil rights, paramilitary actions, multiple murder with aggravated war crimes, attacking a nonmilitary neutral ship.

Likewise, it is also civil legal demand, for the following chargues:

Insults, moral damages, property damage.

However, due to the respect we feel for the Crown of Gallia, and with the intention not to take this further than it deserves, the New Covenant Church would be satisfied with an official apology, and assurance of opening disciplinary proceedings to the two pilots involved. Of not being completed these two requests, we would be forced to open legal procedures, with all that implies.

We call at the King's justice, and hope this can be resolved in peaceful and friendly terms.

Leeds system is a system as claimed by both, Gallia and Bretonnia. We understand that you may feel you have every right to practice the Law of Gallia in it, and we do not deny that fact, of course. We are neutral.

But we ask for comprehension in the implementation of the laws in this sector still in dispute. You must understand that not all people who go through the Leeds system have to do with your war. You can not kill every person passing through Leeds, not knowing that that day Leeds is Gallia, when the previous one, BAF officers are saying you it is Bretonnia.
