With some fresh threads popping up about Zappers and Shock Rays, I'm just going to go ahead and post an idea I had a while ago.
The issue with laser beams mounted on fighters is, apparently, that they move so quickly that it would look awkward. Or something.
So how about a "spinal"-mounted (can only fire straight forward), high-refire, high-speed, very low range laser mounted in the CD / Torp slot that you have to aim by directly aligning your fighter with its target?
Something like..
Range: 100-200 meters.
Damage: ~10,000 per second, at an efficiency similar to a Mini Razor (so: low)
Speed: 1000-2000 m/s (depending on range, obviously, as long as it's a near-instant hit)
Refire: 2.00 - 4.00
The logic behind this would be that it'd be, potentially, very lethal in a group fight or against larger targets. Stick your ship right behind the target and blast away. Its high refire and minimal range would force the user to stay focused on the target, however, and would deny them from dodging. This, in turn, would make them an easy target.
Also, give this to Heavy Fighters as a unique weapon, just like the Class 6 guns for LFs.

Ramming wouldn't really achieve much if you're supposed to hold it on target for a while. Of course, the stats are just random figures I came up with. The refire could be upped more, dps could be dropped some in return for efficiency. Something like that.
I think it'd add an option besides a CD or MR in group fights. Options are nice. It'd have an appropriate weakness (limits your ability to move around while you're doing damage if you're using it) and some appropriate strength (high damage, high probability to hit).
Depending on how it's balanced, it could also prove subpar against fighters but excellent for taking out slower, fatter bombers. I do think something to make (heavy) bombers drop to fighters more quickly would be welcome for escorting and what not.
Also, laser beams are cool. Wasn't that the reasoning behind Zappers and Shock Rays too? XD
I'd say it should be a one-hit weapon (like MR, for better understanding), not something that constantly fires, otherwise the suggested damage is too massive (like the lightning gun with Quad Damage multiplier set to 6, for those, who play Quake).
Required energy at MR level, sure, possibly so high that the lowest HF core is ~95% drained when fired. (~8000?)
However, I'd disagree most with the suggested refire (2.00, 4.00). I'd give it 0.5 or 1.0 at best, so it doesn't become a massive spam weapon.
This is very much a ram gun, and there are already half a dozen guns that can do this job at that range just as good or better than the proposed one. this plus shotgun loadouts? no thank you.
Gun arcs are being set in hardpoint parameters for ship, not in gun parameters. So to being with - if the slot can turn (and CD slots are usually able to turn a bit) then whatever you mount there is getting that arc.
Second - not sure we need something like that. Not to say those day pewers looks like a legendary crap the lest saying. Especially on... well, on anything actually.
