can you atleast give me a name and a brief description of the event? Otherwise I'll just suspect you're here to draw doubt.... as I know all the KSP members are periodically reminded of the rules quite often.
Interesting about the whole liner thingie is that if any of the KSP denied in RP docking there( Simple:"Here is the police- close the docking facilities") the liner is sanctionable under 6.9 even that this is not KSP base because in RP as police you have the right uhh to police your space and all lawful stations in it. So actually if you knew better the liner had the chance to die or to pay the fine, docking was not option since the station is lawful in Kusari House space. Last time one was sanctioned for docking on Cali minor being Planetform planet when hunted by LN if I recall correctly.

We were actually following a dragon gunboat. I was a little dissapointed that you let it slip right by you, especially when you were sat right on the top of Ames in a Nephilim. But then again I don't know much about zoner laws.

Another point being Kusari never signed that treaty as far as I know?
