Is that intentional? Because that seems like a bit of a gaffe with the rules-as-written. Why 'attack', as in 50% shields, instead of 'aggressive action', as a catch-all for attack, piracy and general nuiscance-making. I'd certainly make the blanket-case that, as long as you're acting like enemies, it's fine. Seems more in line with the rules-as-intended, at least.

In-RP, it makes sense. You could shoot the dirty foreigner (for the heinous crime of being a dirty foreigner), you could extort him for money (for the heinous crime of being a dirty foreigner), or you could do both.
I was under the impression that if you make a demand and the other player fulfils it, they essentially have immunity from you after that. I'm not sure if this is an actual rule or not, but I'm sure I've seen sanction threads for making multiple demands and killing the guy anyway. But that could be related to not using the right ID's. Some clarification would be good.
I'm not sure, but as someone using a Xeno ID I'd like to see a green answer for the OP.
