Several wars are going yet none with any proper movements. We live from one update to another, hoping that something will change. Yet there is little changing and usually those changes are so temporary that they need to be immediately repaced. Like those burning bases in Leeds for example. Have been burning since Spring.
The thing I am offering is just letting official factions decide on a place they wish to capture and make an event with a faction-owner. This feature will be allowed once every month for example per faction. The conditions of event will be watched by a specific admin or moderator chosen by the leaders of both parties. As I see it, this feature will affect a gamplay at least somehow. People will be hopefully more eager to do events.
Now plenty of you will say that some factions can't fight those battles, and I agree. For various reasons, but mostly because of lack of members. For the last case I do not agree with a point that such factions should be aided. If you aid those who do not wish to do anything they will stay like this. And ofc all of those excuses will be used by a faction leader who do not want to loose their bases. Thus I suggest that after several challenges, 2-3 for example, the base without an event goes under control of the challenging faction. As I think this is a fair condition, considering that you can find players pretty much anywhere, just give them interest and time. 2-3 months is sufficient in my opinion.
Many of you will also say something like "Ha, then every pirate will be able to go on and capture a military base if they overpower them". Here I offer another rule, that only factions with actual military force can capture bases. For example LN, GRN, BAF, Outcasts and Corsairs in their wars. In the case of all other factions excluded from the rule I would just allow them retaking the lost bases, unless they are attacking some remote instalation of their enemies. And apart of that, control from admin or moderator will affect this issue in some way as well.
So what do you think? I think that such feature would really fit the gameplay on the server. Letting players have at least some control over story is much more encouraging then writing the story considering opinions of some, and ignoring opinions of others. Let the event on a fair conditions decide the story line, not the better connections between a faction and story developers.

EDIT: As Haste mentioned, iRP some factions don't posses a military strenght, but that can be ballanced with the help of the allied forces that are in the same conflict, the RP of surprise attacks or other type, if accepted by both parties.
Also, the thing I remebered, attacks are not to be lead randomly, like, for example "GRN decided an offensive on Manhattan!" Keep it thoughtful, if you are after a target deep inside the enemy space, expect the conditions of a fight to be unfair towards you.

The main problem here is: how do you represent military forces accurately in the game? In roleplay, if the BAF were to launch an offensive on Leeds (on their own), they would get slaughtered. Same deal for Rheinland attempting to take Texas.
I mean, in terms of roleplay forces you'd be pitting ten Valors against every Dunkirk - for example - in these fights, which is quite pointless in the game.
Yes, Haste, I see your point. That is true, however, as I probably should have mentioned earlier, BAF can cooperate on such event with their Allies. For example LN.
Forces can be ballanced in the way of using allies or some RP accepted by both parties. If the idea behind a ballanced fight "Ha, we have spies everywhere and they tell us exactly how we should attack" then the answer is obvious. If the RP have been done properly, even with an actual spy (entering the faction with a proper made back story and with an ooC knowledge of a leader is sufficient imo) Then it can go through. I know it is doubtful to give so much power on those events to the faction leaders, but if the leader is adequate, then he will listen to a reason and give it a shot if he consider it to be properly thought and be some fun. If leader refuses to do anything with a lame reasoning... then in my opinion that's the time to change a leader. It's logical that if the leader inadequate, then the faction will be following same way. And I doubt that anyone want that on the server.

Well, when the discovery lore started? When the mod itself? Rheinland had damn enough time to rebuild it's fleet. What were they doing during ~15 years?

Haste compared BAF vs GRN to RM vs LN... It would be similitar in his words. But [TBH] lore says something else, that was the thing I tried to point out. The thing: Rheinland vs Liberty arguments. When vieved from third side, not from Libertonians who are just saying RM have one inRP Warship (Westfallen..). BDM| have 4 cruisers. They are official so they should count to numbers. Everywhere else, official caps should count too! From third side, Rheinland looks more powerfull than from LIbertoniand view. Rheinland view? Well, I haven't seen official [RM] in Texas for long time and my [RM] character defected to BDM| quickly. Recently, there were 5 of [RM] ships in Texas, not behaving like loosing cowards. Even the [RM]-Forseti, Elbe carrier participated. (Say it don't exist inRP) If Texas raids are just ooRP mess... The I suggest removing Bering, Texas and Houston from the RM zoi. To get situation authentic to holy lore. Kill the activity completely.

Gameplay trumps lore at many, many times. Yet in the end, the lore remains unaffected.
It's simple and I don't get the problem. Raids are fun. Raids result in lots of blues. People enjoy raids. However, they don't have any impact on the lore and I don't see how that harms anyone.
