Zoner 3.6k + docking rules clarification

On the Discovery RP 24/7 server rules I want to ask if you can dock 3.6k+ cargo ships in the italicized systems, or if they fall in line with the docking rules of the bolded systems.

Well I think that if bold systems are considered house space in regards of docking rules while both bold and italicized systems are considered house space in regards of quasi-lawful piracy rules, then the house system restrictions of docking rules apply only on bold systems while the house system restrictions of quasi-lawful piracy rules apply on both bold and italicized systems. Is it clearer now?
