Since you are using mixed NPC/PC factions in your diplomacy, it doesn't make sense for the Hogosha to be neutral.
I fail to see such a big hassle about this?

Well, your arguments stand for the Hogosha as well.
Hogosha did defend the Kusari not only from strangers, but from Brettonians as well.
I know it says in the Hogosha infocard about KSP arresting some low level Hogosha smugglers..
But, that's intentional. If you accidentally arrested a big shot, he'd be free in 24h.
About FA and KSP.. How can you be officially friendly when it says in their infocard that Samura uses them for attacks on Kishiro as well?
It's the same as with Hogosha. And they should be on the same place at least.

Well - the way I see it, the Hogosha are mapped more on the Yakuza, than on the Mafia. So they would be back out as soon as the KSP dropped them of to ministry of justice - but the KSP would still arrest them, and it would be most impolite of the boss in question to make it personal. It would also make lots of problems for their political allies. So, if a Hogosha is stupid enough to get arrested, he'll be expected to go quietly, knowing full well that he'll be out about a minute after the KSP left him out of sight. And the KSP will still arrest him, both because it is their duty (and the KSP are, at least in some rumors, painted to be the least corrupt and most honorable of the Kusari institutions), and because it sends the message to Hogosha that they will be left alone as long as they are discreet and don't break the status quo.
Is there a way to extract rumors and infocards from FL? That'd be neat to try to make sense of things.

Yes, but that's why I said big-shot. There's no way for you to arrest a big-shot on accident, by meeting him in space with tons of Artifacts.
Why? Because he won't do that. He's in his fancy office controlling the business.
You need to investigate that whole organization and collect evidences.
And that's something KSP/KNF will never do. So they will keep arresting low-level Hogosha members instead.
So, in order to actually arrest someone important, you would need to start a war with Hogosha.
And they wouldn't like that.
Yes, I am exctracting infocards and history from FLstat.
Just find a base and read it's infocard.
For example, to find a story about Hogosha you need to read about Kabukicho depot.
Kagoshima for FA, Kyoto for Blood Dragons etc.

I just had a bit of RP discussion with one of KSP officers.
He told me to drop GMG pilots, which I did. Then he said that it's forbidden to have those pilots, because GMG are friends to Kusari.
Now, I can't find GMG in your diplomacy, but..
GMG is an enemy of Hogosha.
GMG is an enemy of Rheinland which is a friend of Kusari.
GMG is allied with Kishiro, but because of that hated by Samura - which controls KSP and KNF.
Now, how come Hogosha, which helps defending Kusari and anything that needs to be done, can be neutral, but GMG, which is shipping fuel to Brettonia (and trough Kyushu > Tau-31 > Leeds, I'm amazed KSP didn't notice this) is friendly?

Sorry folks, got here late for this one. I think the major point to make clear here is how the Britonian-Kusari war has changed things. As I see it (and the way I am doing the RP for AFA) is that hogosha and FA are loyal Kusari citizens, and in the face of a war, they would fall more in line with KNF. Because of this AFA has decided that external threats are much more important right now. It is up the the AFA as loyal Kusari to fight off the foreign enemies right along side KNF and KSP. As for the info cards, I am moving alittle away from them for the AFA rp right now. We are not attacking Kishiro, as I belive Gaijin enemies are much more important right now. So you wont find AFA attacking any Kusari, with the exception of GC and Dragons. As for GMG this is a more complex issue. The fact that they support the dragons should put them at least neutral, and if they are shipping to Britonia, I would think unfreindly. Just rememebr, the info cards were written to have taken place what, 15 years ago? We have to allow that things have changed, just look at the outcast/mollies/Britonian relasionship, if you looked stricktly at the info cards and NPC actions, this would make no sense, but if you look at the disco universe as dynamic, and changing, it would be silly to keep looking at things in exactly the same way.
