Cloaks have recovered their voices. They are not silent anymore as of today.
This was actually completed a while ago but not deployed.
The current values are that any ship within 4k from the cloaked ship will hear a small sound indicating the presence of a cloaked ship every five seconds.
4k and 5 seconds is the default value the development team provided. Further fine-tuning is left to the administration team.
The sound is the surveying sound for those that are familiar with it. For those that aren't, listen to this beautiful youtube video.
good addition - would be even better if the sound sped up or pitched the closer a cloaked ship was ( or if that feature was introduced with a special scanner )

This can be coded, but it requires new sounds as FL can't pitch sounds by itself. So if this is done, it will be when the next patch hits.
Just make a long Wav file, say, 20 seconds long with a "Beep beep" sound somewhere in the middle
Thus if a cloaked ship is somewhere nearby, you get a Beep Beep.

On a completely related note, the first thing I will do is change your sound to this.

Good addition, but:
1. What about people who play in silence?
2. It's the first time I heard this survey sound, and I must say I can barely hear anything. Couldn't this be something more distinctive? (and also incredibly classy and cool, too!)
I like the sound, Pavel. More fitting, but it also shouldn't be annoying for both user and other players.
I can agree on the first one, but also players who do not use 3D sound are in inferior position than players who can enable 3D sound. Think about this a bit.
