Someone at a base and refusing to leave it (hugging it) aren't obligated to come out and fight you. you shouldn't even be around these objects as unlawfuls. Just because its a disadvantage for one side, doesn't mean it needs to be removed or nerfed.
With the exception of bases, gate piracy created a lot of activity. Base hugging is extremely scummy. This is an RP and PvP server, not an RP and PvE server.

The other turrets can still shoot at them. Furthermore, isn't it the job of the player lawfuls to clear them up?
And those that choose to pirate the jump gates choose to also subject themselves to the consequences of doing so EG: JG/Base/Planet defenses. They shouldn’t have their defenses stripped because of one’s preference to sit at these objects. This is a Roleplay Server, PvP or PvE is up to a person’s discretion, though not always of one’s own volition of course. As towards your stance on base hugging, that is your opinion on it, people could say the same about shield running, but in the end it is a tactic.
The pulses give the incentive to keep ones distance from the stations as they shouldn't be going near them. And as for being the ‘job’, this is a game people play to have fun and not to be obligated to log over to a lawful player every time someone decides to sit on West point with a unlawful capship.

There's no need to be insulting, there's a better way to get your point across than whats demonstrated above.

Or, you know, Lawfuls actually play their role in an RP server and go deal with the Pirates themselves. One of the cons with Jump gate piracy was that you could get pincered really easily, furthermore it wasn't hard for a swarm of lawfuls to jump onto your face. Shield running is a lot more easy to deal with than someone camping a static object that unrealistically can fire infinite rounds.

They are however extremely encounter counter-productive. And as I have stated, the standard turrets can just whittle down the capital ships and players could just play their role and go shoot the unlawful.

I wouldn't mind if Buffalo and Alcatraz lost theirs. I play characters from both lawfuls and unlawfuls, so I am not trying to be bias here.
Pulses do way too much shield damage. They do 60k worth of shield damage, which is just under twice of that of Battleship pulses.

I fully agree. Allowing capitals to pirate was a big mistake.
Pulses on gates are extremely annoying to contend with as a transport which is neutral or even friendly to the gate in question, because, as soon as a wing of NPC pirates spawns near the gate, the turrets go wild. Stray pulse bursts will then either remove your shields or drop the first trade lane ring, resulting in scattered convoys and damaged hulls. Apparently, it only takes 1 pulse round to drop a lane, but they can withstand multiple normal rounds.
For whatever reason, this doesn't seem to be as prevalent a problem around stations, tho.

You might as well, no one with an interest in success does it anyways. Caps are useless for piracy, and I think everyone with a little bit of experience in piracy knows. It would be swell if we could get rid of gate pulses in exchange for getting rid of cap piracy.

Ok maybe it was a little bad, sorry but on a real note thats literaly the number 1 reason people want pulses gone, "people" being all the unlawfuls. How many times have you fough the IMG and they run to java and camp? How many times have you fought the GRN? and they ran and camped at the Dubli. RM camp at the ring hardcore, wait till your sheilds are down than attack and even if your a good enough pilot to still beat the BS they use JD and come back 2 minues later with full regens. On a real note more fair fights between unlawfuls and lawfuls= NO PULSES.
