One extreme is that a PoB dies of starvation just minutes before it's owner could get back to the game to feed it. That is when we have maintenance cost and w&t.
The other extreme is that the entire game is littered with a crapton of abandoned bases after a few years because they just didn't blow up a few days after their owner got what they wanted out of them. That is when we have no maintenance cost nor w&t.
How I see it, the main point here is which of the above would the community rather see. How I interpret your words, your main point here is that you would rather have the latter than the former.

Yeah that would never happen. There will always be upkeep in one way or another, be it money, feeding energy etc. But eventually any abandoned base will die.
