New player logs in, starts with almost nothing. If they are lucky someone might flick them a few million credits to get started (or are those days gone now? I don't know)
Realises that the game is a credit grind, or will be at least for the first few hours. Ok, some people will handle that.
Realises that players keep mentioning rules, better spend some time checking that out.
Realises that when they lose an encounter they also lose 2 hours of play time, unless they agree to make the rich richer (piracy).
Realises that the game basically entails paying people to be left alone so they can play in peace alone to try and make those credits. More hours. Eventually buys "cool" ship.
Realises that the equipment that they want is hugely expensive. More credit grind hours. Player still hasn't had fun or tasted any form of victory yet.
Meanwhile rich players are the ones having all the fun with thier cloak piracy etc. Disco population stagnates, and also has the look of a pyramid scheme. There is a problem here, even if people refuse to see it.

You can also just buy a fighter.
The problem is, fighters need to be sustainable. They aren't.

Yeah, OK. Now to come up with $???, 000, 000 for the cloak to even the playing field. The point is it's just not attractive for them when they are facing that sort of time just to level the playing field.
1) you dont need expensive stuff to have fun.
2) these types of games usually need/involve grinding. Same as WoW or such. It's just how it is.
and the 2 hour thing is NOT loosing 2 hours of play time! Stop manipulating the rule. it is for THAT system and to do with THAT player that killed him!

1) But you need 20 millions for a fair-chance fighter. More for each other ship you want. Not to mention you need credits to maintain ammo, bats, bots, etc.
2) Freelancer isn't MMO and you don't usually grind money in WOW on sole trading. You can earn money in Freelancer through missions. But those, aren't really profitable.
3)It is, when you have one character and there's no alternative - or simply character was killed on a pretty system. Also, rule can be abused pretty easily by logging off another pirate character (the rule is nullified if killer leaves the game even for 1 second).

A guy making his first few millions hauling Helium out of Penn on his first trading ship isn't going to have the luxury of just switching to another one, are they?

Just make a new character. No one is going to keep 1 character forever.
All of us have dealt with it. Why are we making such a big deal ?

what? no.
It is.
The exception for the rule is, if the attacker logs off, the 2 hour rule is void - alongside with re-engagement rule - and the killed one can return to the system. If attacker returns (logs in again), the killed one is not longer obliged to leave the system and re-engagement with another character is allowed.
3.2 A player who was killed during a PvP fight in any form, must not enter the system where the fight took place or re-engage the attacker(s) for 2 hours from the time of their destruction, or until this/these ship(s) leave(s) the game.

where do you get this part from?
I wouldnt make sense for example to have a pvp fight where you win but then the winner D/C, comes back, and then dies becasue he can be re-engaged.
"leaving the game" Means you are no longer playing. It , to my understanding, does not mean a quick disconnect and return equals you being able to come back and kill him off if you'd like.
