After discussion with our technical adviser, we would like to know more about how exactly the "support, extract and rescue" operations would look like and what type of situations you mean. Also, we would like to know what jump entry and exit points you plan to have, because we don´t think that five capital ship size vessels jumping all around Rheinland without any structured system would be safe from space traffic point of view.

I understand your questions and I thank you for the response.
Our support, extract and rescue team is meant to do exactly that. We use bustard ships with the jumpdrive mk3 to extract or deploy a Kruger strikeforce near a Kruger station. Even if the docking bays of the ships are still in repairs, we plan to use them quite soon in the near future. If in need, the Bustard itself can assist with for example using Pulse cannons to lower the shields of hostile ships. The bustard ship equipped with the MK4 jumpdrive we plan to use to extract bigger ships outside of the area and get them into safety.
Our main extraction points are at the moment:
- Mannheim station
- Elbich mining facility
- Breuninger Station
- Wuppertal (Our joint operation with ALG)

As such, we would like t' request registration for the Ingenuus Research Group to operate within and travel through Rheinland space with equipment such as cloaking devices, hyperspace survey arrays, and jumpdrives. We don't utilize many jumpdrives, and only two our of vessels in the fleet have Hyperspace surveys aboard. Many though have Cloaking Devices of varying sizes aboard their ships, as many of our research takes place in inhospitable systems that require us t' remain hidden from human and non-human threats.
As researchers, we are not in the business for any offensive actions, nor are we looking t' gather classified intel. We are merely researchers and scientists whom wish t' remain out of harms way and continue with our research projects for the betterment of mankind, not against.

Danke for further information. However there is one more issue which was brought up by our technical adviser. Hyperjumps with hyperdrives require specific coordinates to make sure ships will jump to the desired exact location. We noticed no Kruger ship has permission for use of hyperspace survey device, what logically leads to our question - how do you plan to obtain these coordinates?

To make it clear at the beginning - it is very unlikely that your group would be given blanket permission for use of all extraordinary devices as you require. No organization apart of law enforcement authorities has it.

I appreciate your candor regarding us as a group receiving a blanket permission. As such, I will provide details requested.
The use of our ships are purely scientific in nature, ranging from studying Baxter anomalies, surveying minimal t' unpopulated planets for organics and atmospherics, t' carrying research supplies t' our various labs and stations across Sirius. Currently in our fleet we have around 20 vessels, though the ones that would be entering/leaving Rheinland space would be considerably less. As t' our purpose in Rheinland, as mentioned we administrate Heisenberg station, and as such the only way in and out of that system is through Rheinland space.
As such, our request would be permission for our ships carrying the aforementioned equiupment t' travel through Hamburg and Stuttgart, as Koeln is a given. This will allow us t' access t' Heinsenberg from the Omega's as well as Bering and Hudson. Other ships not carrying such equipment of course would enter other systems within Rheinland should the need arise, but the vessels indicated below we would restrict t' Hamburg, Koeln, and Stuttgart, and keep them out of the more densely populated systems unless requested so by the Rheinland authorities.

However, we would like to ask for more about IRG|Ingenuus since we don´t have any data about Feanturi class ships in our database. We would like to ask for detailed technical summary scans of weaponry, shield, auxiliary systems and such to be able to decide about the ship. Also, you mentioned there is IRG prototype cloaking device onboard and thus we need in which way is this prototype different from usual cloaking devices.

Thank you for allowing both ships passage through the indicated systems. Regarding the Ingenuus, we will be happy to provide the requested info. Please see the attached:
While the vessel is capable of mounting Battleship equipment, it's weapon systems are limited t' only transport-class turrets, as it is a research vessel and not a combat vessel by any stretch of the imagination. While it can defend itself, it's involvement in any engagements is t' cloak and flee should the lives and projects aboard be threatened.
Regarding the prototype cloaking device, it is not actually a piece of equipment. It is tied to the Ingenuus Power Core itself. While we are not at liberty t' share the exact specifications of our reactor, as that is Ingenuus proprietary property and still within the prototype stages, we can share the logs surrounding how such a cloaking field is operable:

First thing - we didn´t allow passage for your ships yet, we are just gathering necessary information. Don´t enter Rheinland space until the procedure is complete, bitte.
Now to some issue which are hier to be solved. Danke for your extensive explanation, however we have one more question regarding Ingenuus. If you will not mind, it will be in more simple terms. Do we understand it right that cloaking device aboard the ship does not use usual batteries, like common cloaking devices, because it is powered by the ship powercore? And thus can be used without mentioned batteries?
Also, during processing of your request, we noticed possible issue regarding requested allowed systems. You mentioned Hamburg, Stuttgart and Koeln what should - as you said - allow you access to Heinsenberg from the Omegas as well as Bering and Hudson. Are you sure you didn´t forget Omega-7? There are only two ways how to get into Omegas from Stuttgart and that´s either through Omega-7 or Omega-11. Both are part of Rheinland space by our laws, and on top of that Omega-11 is property of Daumann Heavy Construction and thus flights through this system would require their permission too. Check the situation again, bitte, to make sure you will not commit transgression because of oversight.
Anyway, regardles of the this minor issue, permission can be issued - until details about Ingenuus are cleared, only for ships IRG|Nechtan and IRG|Aurora.Borealis - under these conditions:
Mentioned ships will be allowed to fly in mentioned systems only without batteries for cloaking device onboard. After entering Rheinland space, they must unload them on nearest station, what usually means border station, and can load them there back only directly before leaving Rheinland territory.
Also, special transmitter will be installed inside ships. The transmitter will stay in passive mode, but will turn on, react and mark the position after receiving specific code sent on specific frequency, which will be known only to inspekteur der polizei, admiral of Rheinland military and direktor of Büro der Marineintelligenz. This is safety measure for case the IRG will lose control over the ship or ships, or there will be justified suspicion that ship or ships are used for illegal actions.

Regarding your first question, that is quite the "dumbed" down version, but yes. It operates without cloaking batteries.
Regarding the remainder of your message. I'm not sure what exactly you are asking - should I include in the list Omega 7 and Omega 11? Whether or not I add those into a comm is irrelevant, as we have already informed you of our destination of Heisenberg. It was mentioned that we are asking for only 3 ships with special equipment t' enter Rheinland space, which I consider Sovereign space, not outlying systems that are under the Jurisdiction of Rheinland. If you though need those exact words provided for documentation purposes, then yes - the 3 ships we are requesting authorization for would indeed possibly fly through Omega 7 and/or Omega 11. I hope that satisfies the requirement t' have those systems mentioned formally.
Regarding the approved ships. With all due respect Kommissar, those conditions are not ones we can accept. As research vessels, our sole purpose is the study and advancement of Science and the unknown. We have little if any offensive capabilities, and as such require and use methods t' avoid conflict and anything that would harm the lives of those aboard our research vessels and the labs/equipment aboard. With the amount of expensive equipment we have aboard, especially aboard our primary research facility, the Ingenuus, our vessels are prone t' pirates and those whom wish t' get their hands on anything of value t' sell. What is more, do you know where the bulk of these incidents happen? Within systems considered house space. Including Rheinland. Do not worry, we have not brought any of these vessels with such equipment. The ones pirated and assaulted have been either transport vessels or smaller research vessels.
Now, if you can ensure... no, give me your word that we will not be attacked and our men and woman, as well as our vessels will not be harmed? Then we would consider it. If you could guarantee security escort at all times these vessels are in Rheinland space, then we'd consider those conditions as well. But while it is not realistic t' be able t' provide such guarantees, then it is also not realistic for us t' fly our primary research vessels that require the use of such devices without the means t' utilize them should they come under attack from unlawfuls. You can not realistically tell our civilian men and women that their primary means for defense is not t' be used, and yet their safety is guaranteed. I realize you have a lot on your plate, and that you must ensure no harm will come t' those citizens in Rheinland. But we have Rheinland citizens aboard, and we must also ensure that no harm will come t' those aboard these vessels.
We mean Rheinland no ill-will. Those on Heisenberg are striving t' provide Rheinland with better technology, better advancements, and the scientific breakthroughs that make history. I hope you reconsider your proposal Kommissar.

Your objections were considered by the polizei oberkommando and also discussed with other Rheinland law enforcement authorities. The decision is following:
Ships IRG|Aurora.Borealis and IRG|Nechtan will be allowed to enter Rheinland space with cloaking devices and batteries for them onboard under these conditions:
First, ships will be allowed to enter systems Omega-7, Stuttgart and Koeln. Movement of the ships is restricted to sectors A-H 4,5 in Omega-7, sectors B-C 3,4 in Stuttgart, and outside mining fields (sectors F-G 4,5 and D-F 7,8) in Koeln - unless Kruger Mineralien will approve their presense there and you will inform us about the agreement beforehand.
Second, special transmitter will be installed inside ships. The transmitter will stay in passive mode, but will turn on, react and mark the position after receiving specific code sent on specific frequency, which will be known only to inspekteur der polizei, admiral of Rheinland military and direktor of Büro der Marineintelligenz. This is safety measure for case the IRG will lose control over the ship or ships, or there will be justified suspicion that ship or ships are used for illegal actions.
Third, if your ships would appear in danger of scale that will warrant use of cloak in Rheinland space, you will inform us about it no later than 72 hours after the incident, with detailed information about circumstances, and also submit data such as communication record, enemy scan(s) and/or guncam photographs, which will prove that use of the device was necessary.
Regarding the ship IRG|Ingenuus, we require approval of either Rheinland Military or Büro der Marineintelligenz, which will assess possible security risks of allowing vessel of such size and docking capacity equipped with such special equipment inside Rheinland. They would be likely interested in obtaining more information about your unique device and ship power core anyway.
If you wish to obtain also permission to enter Omega-11 system for your ships, we require approval of Daumann Heavy Construction since whole system is their property.
