"All Players Involved" means that both players of the official factions and unofficial factions of the respective house militaries, the Order and the nomads/infected can participate. It doesn't mean any ID can participate.
So if I'm not in a relevant club of some variety, I can piss off? I was hoping I could just show up and shoot some spaceships, no hassle. I mean, who's going to turn down an extra gun-for-hire?

That's not how this works at all. Not at all.
You chose to not have a ship with any of the current factions. Thus your involvement is denied because it doesn't make sense to have anyone but the aforementioned factions participate. If you had an indie Navy, KNF, RM, Order, etc you'd be able to join. If you don't, you can't.
But it takes three minutes or less to even set up a fighter for any of the factions participating so...what's the hassle?
What stops you from quicky getting a ship of LN/RM/KNF/BAF ID? You just need the ID, not being part of the official faction. There is nothing to whine about. 50 million invested for a snub, and you can sell it later again or just stay with it.

I mean, if it's just the ID that's easy, I can have that fixed in a jiffy. I'm just using the Freelancer ID because it's the default. Thanks for clearing that up.

Civilians wouldn't even know about this whole thing inRP. Considering how critical and crucial it is. So it was limited to factions whose participation in the event would make sense, Like house military and their respective house intelligence faction, as well as the Order considering the fight is against the nomads and their supporters.
And making this an open for all vs Nomads will just make the event a lot worse; less controllable and with less RP sensibility. So if you have any ship that belongs to any of the factions stated in the main post, feel free to apply.

...that's really not a lot. The delegates route can get you a lot of money so use it if it's still there.

What are you choking for? You can easily set up a VHF for ~23 million credits.
As for a bomber, it would only take ~30 million, more or less depending on the equipment you buy.
