Point, but... what are they doing?
There arn't enough traders to scan, unlawfuls to shoot, or gauls to combat, to provide each and every Lib Navy ship some kind of play outlet. That must be incredibly boring as a gameplay experience.
Although I havent spent much time in Liberty for like 2 or 3 years, I think they're there not because its so much fun, but because they don't know what else to do with themselves.
They're more in Liberty because the rest of Sirius is even more boring.
A little also because "i shjote pirats" is a pretty straight forward thing to RP when you dont know anything about any factions or lore here.

Surely then playing outside of Liberty would make the "Rest of Sirius" more interesting, because it would bring activity to all the other IDs upon which the navy depends?
The thing is you can't push activity to somewhere, you have to pull it to there. If you push, a certain percentage of the people will feel pushed to hard they leave altogether. So if you want activity to go to another place, you should pull, not push. There's too much pushing and too little pulling everywhere in disco. Also more hugs are needed.

I can understand Tanny, but I think it's more of a " If you can't join it. Make your own." thing. But I would love to see more trading faction that aren't from Liberty, what happened to DHC, Krueger and Republican Shipping ?
Make fresh start of game (not restart) in Galia instead of Liberty , that should boost Galic activity with every newbie starting there , exploring Galia and start hating Rest of Sirius , right ?
More Galic players = less need for 136 LN groups .

When it comes to Rheinland, RS is dead for long time, ALG went six feet under in past few months. Kruger and DHC are still active, despite weaker than they used to be. But that´s apart other reasons connected to fact that whole Rheinland activity is quite low currently, also majority of factions have their up and down periods. It is also connected to one of the big Disco dilemmas if some vanilla factions should be merged what could make their playerbase bigger, or the variety should be kept but for a price that player pool will be more divided and thus individual factions will have weaker presence.

Same applies to Rheinland, Kusari and even Bretonia would appreciate boost.

I think Pennsylvania is good. It's close to a really active system while also offering a sanctuary for newbies to learn, since most pirates don't bother harassing newbies in Penny. Also I don't see the issue with LN factions. Would it matter if you get ganked by indie LNS- or LNS with a tag? I'd say it's the same. It wouldn't solve anything and as others have pointed out - the extra regulation might put some people off into quitting.
For as long as i can remember Liberty has been... well Liberty. Discussions like this have been had literally hundreds of times because of two things:
Liberty is a hotbed of activity
Liberty is chaotic
In my opinion it's because it's the gameplay sphere every newbie encounters first. Only after they've ground out enough dollar for a BC do they start to understand that activity isn't everything. If you moved Erie to rheinland i honestly believe the phenomenon would go with it. Thing is Erie has to go somewhere, it's just tough luck for Liberty in that regard.
Also PvP isn't everything. Alot of players like myself are content generating RP activities and playing the game that way.
