News et rumors have spread around throughout Sirius as well as Gallia about the reformation of the Kusari Empire, prompting me to write this message to you. Je suis Général en Chef Pierre LaFlamme, leader of the organisation you may know as The Council. Leader of the organization half of those working on this new empire condemned as outlaws within Kusari with the Treaty of Six upon the pressure of the Gallic Crown, leader of the organization supporting the other half in their struggle against the same royalist threat.
I come forward to you to request a revision of diplomatic relations between the House of Kusari and The Council. As I understood this Reformed Empire is meant to be a new entity formed from the collaboration of previously opposite sides of the recently ended Civil War, the imperials et the republicans. As such, we do not hold any grudges or hold this new entity any accountable for the actions et decisions of its predecessor, nor consider you being bound by the Treaty of Six.
Instead we propose a less hostile, potentially friendly approach towards eachother, or at least neutral relations. The Council does not wish for the continuation of hostilities, et if you think alike, consider this approach as part of the new beginning the Reformed Kusari Empire is meant to represent. We are open to negotiations, the choice is yours.

My name is Satomi Motoyasu, Minister of Foreign Affairs, Kusari Empire.
The Emperor did not forget about the assistance provided by your organization during the Imperial Exile in House Bretonia and Tau systems. It's been difficult times for the Imperial House; His Imperial Majesty Kogen Jien paying a heavy price in this conflict.
We can therefore relate to the sacrifices made by the Council in the recent conflicts.
However, House Gallia's crown is a sleeping dragon it would be unwise to wake up at this point, for a various set of reasons. Kusari Empire will therefore follow a line of cautious neutrality with House Gallia for the time being.
To clarify Kusari Empire's position regarding treaties signed with House Gallia, the Tau decree signed between the Republic of Kusari and House Gallia is still considered as valid by both parties. Kusari Naval Forces are allowed to enforce Gallic laws in Tau 23 system, but it is in no way a task House Kusari is committed to allocate resources to.
As for relations with the Council, a settlement would probably be desired - one that would not bring the crown's wrath on House Kusari. There is domestic matters to prioritize. A conflict with House Gallia is not seen as an event that would be in Kusari's best interest as of now.

Once again accept our sincere condolences for the loss of His Imperial Majesty. He was a wise man et a noble leader, it was an honor to work alongside him for the betterment of all of our peoples. I hope I will have the chance to work with men of similar quality among your ranks in the future.
There are, however, some discrepancies I've noticed in your response, Minister Satomi. You referred to the Tau Decree in regards to the KNF's right to enforce Gallic laws, while I mentioned it more in relation to the previous regime outlawing The Council, declaring them as unwanted elements within the House of Kusari, upon the pressure of the Gallic government. The Reformed Kusari Empire considering that action to be valid et to be upheld as much as it used to be under republican reign does seem to contradict your statements regarding staying neutral with the House of Gallia as well as regarding a desired settlement in diplomatic relations between us. From our point of view it is slightly difficult to consider this inequal treatment as neutral et impartial to our conflict between The Council et The Crown.
There is one thing I certainly want to make clear: the Gallic Crown is not a sleeping, but a bleeding dragon, bleeding from both internal et external wounds, slowly dying to exhaustion, their own pride, overconfidence et the will of the free people of Gallia. Normally your caution would be understandable, but the House of Gallia, as of this moment, is nowhere near the threat it pretends to be. I do not ask for you to turn against them, I ask you not to be afraid of them, to review our relations as a finally sovereign state free from the Crown's grip. As the sovereign state I always believed His Imperial Majesty Kogen also used to fight for.
The other main reason I vouch for a more free et safe passage through the House of Kusari for The Council is because it is an utmost necessity for the next thing I intend to offer: mutually beneficial trade relations. What I intend to offer are a wealthy customer of several of your goods, a set of goods you might desire but lack the access to, a market free from the Crown's control, et possible logistics support, overall plenty of new possibilities, but all of this is only possible if we get the free passage into your house currently prohibited by the Tau Decree. Make no mistake, The Council has no intention to unnecessarily bring our internal conflicts over to your house, should you agree to this offer, our operatives would remain ordered to act aggressively only in self defense, even in the sight of hostiles. Our aim is not to bring conflict, but goods et wealth to Kusari, if you let us.
Minister Satomi, consider my offer as a potential et mutually beneficial step towards a quite fruitful et possibly long awaited cooperation between The House of Kusari et The Gallic Council of Freedom and National Unity, s'il vous plaît. Merci beacoup.
