That's official dev statement. At least that for everyone who wants to know for sure.
It doesn't take too much of a brain to figure out that if a gameplay balance change involves all Carriers and only Carriers, then it means all Class 17 and only Class 17 ships. The Geb is a Class 15 ship, and is an assault battlecruiser according to its current infocard either way.
EDIT: Anyone can check FLStat any time to figure out which class number belongs to which shipclass. For example the only Class 17 ships in the game are the five ships listed in the recently edited OP, plus the Atlantis, which, as it was used for testing, already received this change.
