Do this type of event without the pob siege mechanics in a larger battle scenario such as Sigma-21. Let a full blown war fall at the mercy of the playerbases, you mentioned you didn't want anymore dev arbitration, this is a good place to start.
I think the POB siege itself is fine, the issue comes in to the grinding aspect of taking down a playerbase. It isn't all that interesting to do by itself and whichever side can commit to grinding it down more (still preferably with battleships) is more likely to be successful. Even with the CR group that rallied together today brought Basilica down from 79% to 60% but there was less capability to blockade Outcasts and keep them off Helios / commit to grinding down Basilica.
I kind of like the duration of it, 3-4 days, but the grinding / heavy battleship-favored portion of it needs to be taken out.

This event is kinda gay. You have huge fleets of battleships shooting a stationary base,with no players interacting between them.
When i logged in,i expected a huge fight. Then i saw you were all shooting a base...
make it a war,not a lamefest.I came here to shoot people darnit, not to shoot NPCs. Its really boring to shoot a base for 5 hours straight.
I wont be comming again if this is not fixed. Add cash rewards,anything,just invent an incentive for people to shoot eachother. The current state of things is lame as of now.

I sat and watched this last night, and it was quite fun to watch, an entire fleet of Crayter Capitol ships and just a couple of Outcast bombers picking them off one by one, the fight ended up being the cap ships trying to fight the bombers, and the outcasts were funny to watch taunting them. Theres "potential" with this sort of event but what alot of people in this topic seem to be forgetting or just out right ignoring is that this is a "test" as much as it is an event. Rather then just moan "wah pobs ruin game wah" or whatever, why not put forward actual usable critique or ideas, dont moan about a problem if you cant be bothered to at least try to fix it otherwise whats the point.
For me i think this event should of been perhaps done in timed stages.
So first stage, out and out attack ,the ships are vulnerable.
Second stage, ships invulnerable and in need of repair, can only repair if the materials are delivered (Trade type event)
Third Stage same as the first but both ships start out with the hull they managed to repair during second stage.
Rince and repeat until one ship is destroyed.
Perhaps find away for the Ships to have better weapons on them or to regen weapons so they can at least defend themselves.
Make bombers abit more viable some how (Bomber torps that do increased pob damage or something) so we dont see a plague of Cap ships.
Maybe have the attacking stages at specific times so people can attend.
Much like with the Nomad attacks in Delta awhile ago perhaps have server side NPCs spawn at the ships to add something else to shoot at.
Not sure if Rumour or not, but this event apparently happened without contacting the factions involved, if True perhaps do that first. If not true, ignore this point
@Aazalot, I think some of the complaint regarding the test was that it was a test yet had a pretty significant RP impact. If anything, being a test (and especially a first test) I would probably tone the consequences of the losing side to a "This asset was heavily damaged and needs to be repaired" -> "New Event Triggered". Then, on a potential 2nd siege event (3rd event in all), have loss resulting in its destruction or success result potentially putting things back the way they were.
Save the "This asset is lost completely" consequence of losing for when the siege isn't a test of some new changes.
