I don't see any problem with this specification that makes it a bit more clear. Asking someone to stop is not a demand in terms of "Can demand" rules and ID lines. It's like a request that allows aggressor to continue with interaction properly due to the need to type letters for verbal RP.
All is fine, I think you are trying to think to deep.
I don't see the problem. When confronting a trader no demands or any other real meaningful interactions can be made before the trader comes to a stop. If the trader doesn't stop when asked the interaction automatically becomes a chase.
