probably because of previous outcast indy behavior during leeds battle, and also during the daily Omega 49 raids outcasts meddled, and this was not taken positively. SCRA, SCEC or VI feel satisfied of the current context. So I guess never
I mean, in the Omega stuff (and to an extent in Bretonia) it's absolutely fine and valid within their RP. But there are many cases of Coalition caps randomly running into fights, well beyond their standard sphere of influence, across Sirius.
Now I am glad that at least sideline of request has passed, but the core of request that aimed to fix obviously broken ID that can attack with battleships in 80 systems while flying 5kers did not. Since I did not receive any PM with explanations either, maybe you could take a look for reasons why the following lines were not added?:
1. While using cruisers and battleships can only attack in self-defense when outside of Taus, systems directly bordering Taus, Sigmas and Omicrons.
2. Cannot use any transports with more than 4,300 cargo
I am still convinced that it would benefit the activity of the local house unlawful factions. I bet no one could ever provide justification for the Outcast capital ships flying in the middle of Liberty or Exeter, but yet this part of the request was denied, apparently.
