The fact is that the PoB-Move requests are answered very inconsistently.
Sometimes it works and sometimes it doesn't, without it being clear to me in which cases it works and when it doesn't. The answers to this are extremely vague.
It is also not clear to me why an IFF change is impossible. Ok, let it cost money or sci-data and only do it via SRP request, but why this is not done is not clear to me ...
Require all bases to be a distance from other bases and require said holder of the base to role play and ownerships switching so it never happens again. That way if they go to switch and gov is like nah then they blow the base up for refusing to meet requirements
Perhaps if the original owners actually took the time to think about what they were doing, we wouldn't have this issue.
Moving a base because someone didn't think it through, or didn't care to is not the dev's fault. Moving a base is a lot of hard work for little gain. That's why it's done so infrequently. Perhaps next time PoB owners will take that into consideration before actually building a base in a stupid location.
And it's not far, at all, to give someone a base and then turn around with a ''jokes on you, you have to move it now ''. That's most unfair and I don't have any sympathy for Libgov getting warned over that. Seems like an ''old boys'' club. ''You're not one of us so you can't have nice things''.
It baffles me that weirdly aligned POBs are a thing at all. I guess whoever originally did the code for "700 metres forward" or whatever was a bit too literal with the definition of "forward".

Fun fact: for the longest time the base IFF command didn't actually stop anyone from making IFF changes and I can't recall a single instance of anyone using it for any reason other than to self-implement a legitimate fix that the then-admins were frankly too god damned lazy to do. Then someone narc'd and the functionality actually got implemented.

Yes and no, it's a location code with no references. So it's trial and error for moving something, really precise movements are difficult to implement.
But that really isn't the point of why Libgov got hit with a warning.
