I agree.
I personally believe that, since he does not wish to come back, and considering the nature of the infraction, that letting Kane giveaway his assets would be a nice farewell favor. These assets costed him a lot of his time and this is not an issue about cheating or extreme griefing, but him leaving the community for good (inb4 he'll come back).
I believe the admins should let him do his giveaway and leave the community.
