That's simple, all freelancers (ID) I've seen are using the wrong weapons on their ships (krakens on IMG ship for the last i saw) and use this ID for reason of this weapon use !
Is it permitted ? (i think NO but ... do you think the same ?)
It IS allowed. I mean, I was told that having Order Turrets on my BH Gunship was ok, but I changed it because I was tired of people who it didn't even concern complaining.
While being quite funny, your sig was the biggest one i've ever seen so far. No more than 700x250 please. ~utrack http://pastebin.com/SYQXBufs

The "NPCs do this, so we can too" reasoning doesn't really work. BHG getting access to Alaska? Don't think so.
In response to the question - no - it's not allowed. They have to use inRP setups just like everyone else. Their ID is freelancer, but their ship/weapon combination must match. So, no Tizzies/Krakens, Order/Liberty turrets, etc.
There are certain mercenary factions who use conflicting weapon/ship combinations. Ignore them; don't look to them as an example. Set your own example by doing the right thing.
Eagle + Krakens = ok.
Eagle + Tizonas = ok.
Eagle + Tizonas + Krakens = not ok.
Viper + Krakens = not ok.
Etc etc.
If they are using Krakens, they better make sure they are friendly with Outcasts.
That means working against Outcasts is out of the question.
Freelancer ID isn't a freepass for everything.

It is every Corsair's responsibility to die a beautiful death in defense of Crete, regardless of how OORP or how capwhoring the opposition is. Launch your fighter, joust the battlecruisers and die a beautiful death. Then, drink it down in the bar.
I've only got one FL taged char....they are rather a pain to make, I figured he would [and should] be limited to civi ships and weps and/or "universal" stuff......It seems to me that someone looking to be oorp or wanting a "tag of convenience"...well, would tend to be too lazy to bother fixing this particular IFF....like if you want a Tag just to abuse etc its way easier to get BHG or Zoner or just stay police tagged and go a wandering with your weird collection of PVP orientated weps mounted.
"The "NPCs do this, so we can too" reasoning doesn't really work. BHG getting access to Alaska? Don't think so."
this is a particularly bad example for that case. - BHG NPCs were added not by digital anvil ... but by our dear mod creator. - he intended them to fight a war against the nomads and the order there. - it is mostly the players ambition to get them out... against all game lore that suggests how they are there.
but if you had reasoned with BHGs impersonating the police, i would agree with you. cause that part was vanilla 1.0 and not modified. ( although, also that part is playermade. - the lore suggests that they ARE a substitute police, - its the players that do not want them to be )
imo.. a freelancer can do what he want. - so, yes it is a pass for getting what you want with whatever equipment you want. BUT... the restriction is he same that is on BHGs and mercs. - they do not initiate events themselves. - they are hired, but they don t fight others on their own account.... this is a balancing measure.
freelancers hunting pirates for their own good are ooRP, freelancers in sabres, with inferno, lavablade, salamanca and flashpoints are NOT ooR'P.
for the freelancers its not what they have, its what they do that is inRP or ooRP.
some classes enjoy more freedom - but also require more responsibility. - limiting classes cause ones class does not allow the same freedom is a bit spiteful. another disadvantage is that freelancers do not build up clans / factions. - they do stuff solo.... and previous posts on different topics tell us "factions are big, bad, and powerful and can make you do stuff or blow you up." - the freelancer is his own clan, all alone - no one to tell him what to do... freedom at a price of power.
I don't think Freelancers can use what they want. I will quote Comments from a sanction for a Mercenary using both Outcast and Corsair weapons. I believe the same reasoning works for Freelancers. But I am not saying Admins think this about Freelancers, the quote was about Mercenaries and not Freelancers. I am using the quote only to show the reasoning.

Outcasts will attack for the use of Corsair guns, Corsairs will attack for the use of Outcast guns. Choose one side or the other and equip accordingly. Even if a character does not want to choose sides in the war, the Outcasts and Corsairs will choose it for them.
the main difference there is that freelancers are not by their class focussed on military tasks. - they take up jobs, but jobs involving fighting others is just a little part of it. - mercenaries focus on combat though - so that makes them much more dangerous.
a freelancers main job might be to deliver sensitive goods from one place to another - something where a common smuggler is not suited and a trader is too obvious.
freelancers enjoy much more freedom in choice. - of course that is not reflected by the gameengine where they do practicly the same that mercs do - but for that we play a roleplay. - a lot of it is just imagination. - so freelancers are much much more civilian than mercnaries - in a RP sense.
