But what if this is been repeated, then shouldn't the base owners get a heads up because not every time the admins will be able to help you especially if the problem is happening because the base owner is putting in a naive password which can be guessed by a 5 years old.... get real on both sides, please.

I think that this is an announcement with a certain purpose, and I totally agree with punishing this act of theft

You would be surprised to know this is not the first time something similar happened.
It seems the most likely explanation is that the person who set the passwords didn't understand how shop passwords work and mistakenly set the admin password instead (possibly noticed later but didnt correct his mistake for unknown reasons), and when someone who wanted to look at the shop entered that password, he noticed he now unexpectedly had admin rights.
He then decided that instead of doing the kind thing of informing the pob owner of his mistake and/or carelessness, he'd be a major prick towards him instead and call it "teaching him a lesson" the "hard way" instead of the much simpler kind way.
No matter how or why the admin password was set as it was, nothing excuses the insults thrown by the admin (certainly wouldnt be the first time disco staff behaves that way towards members), or the fact that the person who took advantage of the pob owners mistake and/or "stupidity" wasn't sanctioned.
But hey, was disco staff ever any better?
For those who act surprised at staff's incompetence, lack of professionalism, and spitefulness here, you obviously haven't been paying attention.
The saboteur is an indefinitely banned player, that's why you won't see any sanction notice.
Not a lot of consequences to apply in such a case, although evading their ban to do that probably won't help their chances in case of a future ban appeal.
