Yes they should land on lawful bases.
They are semi legal.
They are not actually "Criminals".
The people who matter don't see the illegal side of Junkers or they turn a
blind eye because of the good things that Junkers do for the houses and or the arrangements.
The place Junkers should not be in is Kusari. So No Junkers shoudn't land on Roppongi.
However... I do not believe it is a sanctionable offense for Junkers to be in Kusari,
rather that it is a faction offense. Kusari factions should be outraged and take action
against Junkers rather than screenshot whining.

.:j:.Flux_Aeterna flew into tokyo, I engaged after a short announcement in systems chat, and he then speed-docked on that station next to planet tokyo (the interspace one, the name eludes me at the moment).
He taunted me about buying kusari women while he sat inside the dock, then launched and docked with the lane to shikoku before I could knock it out. We (me and a KNF player) did finally manage to catch up to him in shikoku near deshima and killed him though.
I think if a Junker is going to come into kusari, it needs to be discreet. He shouldnt be using trade lanes, and preferrably no jump gates (jump holes can get you anywhere in kusari you need to go), and he shouldnt be flying a large ship - Flux_Aeterna was flying a luxury liner, big no-no.

To elaborate further, I'd honestly welcome a few more junkers moving around kusari space, it gives my hogosha something to do, since all the outcasts are too wussy to come into kusari from sigma 19 for a fight nowdays. I guess I killed them one too many times when they tried to mess around in honshu/kyushu.
I just think they need to consider the RP of what they're doing - they're going into very hostile territory, and should be playing it safe by staying as far away from other ships and stations as possible until they reach their destination.
And on a side note... I keep forgetting to file a sanction report on the GC (npcs) - about once every 5-10 minutes a GC starflier will come in and try to dock on that station next to new tokyo, and usually gets shot before it manages to land - but not always.

My character has had some run ins with certain citizens who think Junkers are the bane of all things. (The nerve!) And my character is scared to land on any base in Kusari for fear he'd be hunted down and killed. Really just and outlook, but potentially something to think about.

He's a nice guy in kusari, but when it comes to foreigners he gets real mean, real quick; junkers especially. The only people I hate more than junkers in kusari is outcasts in kusari.
Generally I avoid going to Kusari as the risks outweigh the rewards.
But I've been known to make a couple supply runs for the GCs here and there to keep up good relations, as it helps to have contacts wherever one goes. And the ladies are always gracious hosts. :D
If Roppongi isn't a corporate-owned station (never landed there, I don't go near the hubs for RP reasons as well as being hunted by the locals) then it wouldn't be entirely unheard of for a Junker to land there. But he'd better have very legitimate business, watch his back, and get out FAST.

If you goto Roppongi - which is about the only place of culture in Kusari space you'll find a very amicable GC fixer called Keiko Saito. She has all sorts of tales about the falsities of following the Samura backward way. She's also got some Cardi if your short...nice stuff
And I dock where ever there's trade - but I'm smart about it.
