While I agree with the second (decide what you wish to call it, if slingshot or leapfrog), I completely disagree with the first.
Your ship has to accelerate to cruise speed, then you have cut your engines so you can use your ship's momentum (inertia) to maintain a speed that's overall close to cruise (you lose speed slowly due to God knows what resistance in space).
This is something that can be done by both the one chasing and the one being chased.
The one chased will have to risk his ability to keep onto the target to fire his CD. If he misses or the target is able to counter the attack with counter measures, he'll have to go back to impulse speed (80) to restart his cruise engines, by then the target will be long gone. Same thing with the one being chased, he'll risk his chance to escape to try and shake the guy chasing him.
If you played any one of the X-Wing series you'd recall that you can redirect energy from a system to another, weapons to engines to shields and so forth. I'd assume that in FL, you can't fire your weapons during cruise because you're putting all the juice to the engines. When you cut your engines, you regain the ability to fire. There are two compromises there, while you "maintain" cruise speed, you only do so in a straight line (making it easy for the target to counter your EK by veering away from your line), and later, if you wish to restart your cruise engines, you'll lose even more ground to your target.
This is something that can be done at any time by any one, differently from the whole catching up/slingshot/leapfrog.

It means that the person has understood and taken notice of what you said - they don't necessarily agree, but they understand your opinion.
No longer active online due to a dwindling amount of non-PvP (trading, pirating, mining, etc.) fun in the new version.
This is currently under discussion by the admins. A decision will be made at some point (sooner than later, hopefully), as to what to do regarding this situation (and possibly others).
In my own personal view, however, the entire server rules need a total overhaul.

There are particles in space as space is not a complete vacuum.
They are there for me to find certain posts. I type "n00bl3t" and type "Noted" into the search criteria to find these posts.

I think everyone agrees with that. Here are some points other than JH ping ponging:
The whole "pirating isn't pvp" thing, this confuses a lot of newbies. When I first started I thought if killed by a pirate a trader was under the 4 hour rule, and I've seen others similarly confused.
Also the rules do not explicitly say an above gunboat ship can't kill a trader, they only say they can't pirate, and then only on the ID's. this needs to be fixed.
IMHO all destroyer and above ships should be allowed to make in rp kills on traders, but if that is not allowed then all dessie and higher ships should be prohibited. No more of this pirates can't kill traders in pirate space but lawfuls can kill smugglers in lawful space with a dessie or above.
As of now in the rules official faction members are held to a higher rp standard than indies, but in practice this is reversed. Either the rules need changing or the practice needs changing.
The right of factions to oorp pvp whore people who fly that factions ships needs to be clarified. As it is now it's not allowed under the rules to oorp kill but it's encouraged by some admins. Also if this is going to be allowed some reasonable indie alternative ship choices need to be allowed so people who try to find an alternative no longer get sanctioned for ID/equipment mismatch, or conversely say in the rules that there is no alternative and no one is allowed to fly a ship without faction permission.
Fleeing rules need to be clarified. If it is not fleeing to run away on thruster from a slower ship then the rules are fine, but if it is the rules need to say that and make clear a bomber can run from a cap ship after it has engaged, then return later with more people.
