The problem is that there's no rule that says you can't use the ID if you're not a member of the SCRA. As long as there's no rule, no one should ever receive more than a warning for using it.

I wasnt referring to the coalition being a dictatorship, read the damn post. i was referring to the attitude that everyone is taking around here lately, where one little thing wrong with your RP results in people going off the wall at you trying to get you sanctioned or rule lawyering till your ears bleed.
It isnt fun to play here when everyone takes that stance, i've seen more than a few sanction threads lately where no sanction should have happened, and it generally seems to be a case of admins going "we dont give a damn about your RP, we just want to sanction you because our little rulebook has no exceptions".
Right. Your average new guy on the server sees a Coalition ID. What does it say? It says "you can kill anything other than traders, with no ship restriction". Thirty minutes later, an Outcast destroyer steamrolls through New York, killing lawfuls and unlawfuls alike. It needs to be restricted to faction only or at least 'someone who has an idea of what the Coalition is' restricted. The text is on the ID revision list, but until then, yeah, it should be in the rules.
As for the 'innocent' blokes that get hammered by this, most, if not all of them are pvp whores. I see Coalition ID on a player and they aren't tagged RA* their name is something like rolf888 and they engage me on sight regardless of character, without saying a word. They also tend to mount codes and tizzies if they don't fly capital ships... the most common cap for these jerks being the Rheinland Battleship. No pity from here, and there won't be until someone gets nailed for legitimately RPing a Coalition operative with that ID before talking to the SCRA, in which case I'll feel bad that they didn't have the foresight to talk to the SCRA.
