Often this is true, but sometimes people are just really bad at writing stories and backgrounds, even if they may be fine RPing in-game. And the reverse is also true, some people may be great authors, but couldn't actually RP well with other people if you put a gun to their head. This is the main reason why I'd like to see less of a 'requirement' for forum stories.

Well, some people (not saying me) would argue that the Admins aren't free of predispositions either. And an established player faction should have at least a voice (if not a vote) when it comes to other people who's unique RP might have an affect on them. Someone could create a character who's the Grand Master of Outcast Space, who demands tribute and obedience from all Outcast factions. Sure, there's no way in hell that he'd be OK'd by the Admins... But if he did have a shot, I think the major Outcast factions would want to be able to voice their opinions. Yes, I know that's an absurd example, but I think the point is made anyway.
In relation to a sub forum, instead of having just anyone post, what about only players who have some connection to the npc faction they're associated with (if any)? If the unusual character was, say, a Gaian, other Gaians might have a better perspective among the player base to give feedback.

Well the 101st have already claimed that so that idea would fail to be realised.
As an independent I'd want to voice my opinion as well.
Well, that's not a question I can answer. But, based on observation, independent members of an NPC faction only have whatever rights and privileges that are granted to them by the local player faction. Player factions can destroy an independent basically at whim, banish them from their territory, etc. All this has been upheld by the Admins (and I'm not even saying it's a bad thing, I'm not getting involved in that argument), so it's pretty obviously true that independents have no real rights.

Dont start bringing "rights" into it.
"indys" have that same "rights" as everyone else.
BUT
people who are not part of a faction have a harder time of getting
backup, or support. And especially when they are new.
Has nothing to do with "rights". Please for teh love of <strike>god</strike> freelancer, lets not bring "rights" into the equation.
