Just two cents, I always RP for character, not for guns. Though I'll admit, I do plan an endpoint setup for some characters; but so far it's been very faction and RP friendly ideas.
With that said, the reason Bart and Dryson don't use non-Liberty weapons despite having the wiggle room of not working for the official Liberty authority factions is because....where the heck do you get parts for these things?!
It's why I fly Liberty ships in Liberty and why I use guns common to the area. Mechanics don't like having to requisition replacement parts from your smuggler buddy more often than not. Don't just think through the RP needed to GET an item, but also the RP of MAINTAINING it. Seriously, who in Liberty knows how the fix Kusari fighters? And note that Rheinland parts CAN'T get into Liberty unless it's by way of Bretonia; and you're still risking seriously angering Liberty officials. Also, don't just say "I've got a buddy on Manhattan." I heard someone say that about getting a spare 10 million credit Adv Train last night after he made us torch his original in orbit. Not to bash his RP, but consider the favor you're owing that person. I know we've got to allow some things when it comes to getting blown up, but there should be more explanation, or more time between death and launch than many offer. I feel as though many players simply make up some excuse of the top of their head why them getting blown up in hostile territory and losing a massively expensive vessel doesn't matter to them. (See people getting blown up instead of accepting tax.) (An example: My fighters are provided by one of my other characters and the LN. Also, when wounded to near death, I took a week off of playing the character.) Follow the lines of your statements and try to make everything that happens with your character cohesive and realistic. Believe me, you'll have more fun. (I personally would have bought a CSV and launched from Manhattan after the train wreck with every intention of griping and moaning about my lost vessel, but not everyone is as self abusive in RP tendencies as I. =p)

Jinx ... you know good and well most stories are created to justify their ships and equipment. Most of these stories are not to explain a character.
Here's a proposal for everyone ... anyone who has a storyline that allows them to fly whatever ship they want and use whatever equipment they want should be limited to the Freelancer ID. Rationale is that they are just that ... freelancing. They're doing as they please ... so make them Freelancers. Seeing Liberty lawfuls flying around with Corsair weapons because they "bought" it from a smuggler doesn't work.

Read a bit more carefully ... I never said PVP should trump RP. I said that those that make up stories to get whatever equipment they want are in it for the PVP and not the RP.

This is just my personal opinion. I've no idea where that new oorp policy ever got to.
I would want to see a rp forum storyline and not just a little bit of rp. A simple talk would not do. To get one you would have to perform a good amount of favors for the Blood Dragons and have them all documented and rp'd out on the forums.
To be fair to the Blood Dragons I would also like it to be with a player factioned Blood Dragon and the storyline to be approved by the leader of said player faction.
This sort of storyline would be how any non-blood dragon would obtain one. If the non-blood dragon who you are purchasing the turret from has actually done this kind of thing then I'd then like to see some additional rp from the Blood Dragon faction on how they view some non-blood dragon, who was graced with permission to possess a Dragonfly turret, selling their Dragonfly turrets to individuals the blood dragons have little knowledge of.
In short, if a non-blood dragon sold you a dragonfly turret I'd expect that all the blood dragons would come after both you and the smuggler who sold their tech to you.
In addition, as has been pointed out quite a bit GB missile turret are lethal to the point of being overpowered against fighter/bombers and still practically useless against capships. So...there really is nothing special about the dragonfly.
I ran around as a BD in a BD GB with all DragonFly Missile turrets. *shrugs* I saw no noticeable increase in effectiveness. In fact, it kind of seemed less effective than normal missile turrets. I was a bit surprised.
I'd say Order turrets would be a much better way to go rpwise, effectiveness wise, and the least amount of drama/players whining at you wise.

The real problem is that these type characters force "forum" role play. Not saying "forum" role play is bad ... it actually helps compliment the server. But ... the issue comes when I (or anyone else) log in I'm magically supposed to know about you and your setup. If I pirate a trader and he yells at me for destroying him for not paying my fee ... how am I supposed to know he's a deaf mute?
It is good to have these back stories ... but to expect everyone else to know your back story is a bit much. I already spend too much time trying to barely catch up with the forum posts as is. I'm not gonna spend my online time in the forums "just in case" I come across some special case.
I too have a few role play posts in the forum for some of my characters. But it seems lawfuls wanna KoS rather than play along with my "forum" posts. I've even been told by some of these lawfuls that ... "all I see is a Liberty Rogue ID ... that makes you a Liberty Rogue ... time to die."
So how can you enforce "forum" role play? I've tried role playing several unique characters with unique story lines ... but the capship folk and most lawfuls don't recognize my stories (even when I explain online).
I look at it this way ... this is too difficult to enforce cause people with their special stories are gonna be treated according to their ID ... and according to the rules ... that's fair game. My Liberty Rogue ID'd character gets destroyed on sight and just for being present and breathing. Why should I care what someone else's story is if mine is ignored?
