Certain RPs are shot down immediately, because if you read the character requests, are completely inane and are submitted for the wrong reasons.
For instance, requests for characters just so that one can have a Terrorist ID and/or OORP weaponry usually is shut down without the community's input, because frankly, those characters really aren't going to add much to the RP experience of the players ingame.
Other requests, such as ones for characters that don't have anything to do with the current RP ingame or requests for characters that create instances of powergaming are going to get tossed.
Back on the topic, CBW started... I completely agree. But this really can be applied to all things on the forums. Read carefully, structure your ideas, then post.

I think that would fall under "or requests for characters that create instances of powergaming"
I was asking about the "characters that don't have anything to do with the current RP ingame" comment, I'm not sure who's rp in what game he is referring to.

Read more closely into it.
This is a freelancer mod/server, we dont like bringing in outside influences here - it's bad enough that we wound up with a ton of imported ships from other game genres. We're trying to replace all those ship models, but we dont need more imported RP to muck things up.
Anyone who wants to make a character or faction on this server has to have that character or faction's RP/Background match something already in disco. Example - new alien races; the admins/developers dont want a bunch of new whacky aliens being added by players when they have no real background in the mod, especially when such races directly conflict with existing RP. If someone tried to come along and RP a "Protoss High Templar" from starcraft, it would be turned down because it isnt complacent with freelancer RP.
How can that be the case when you already have several instances of this? Aren't the phantoms themselves some sort of alien as well as some of the other special characters?
It seems like, if this is his point it would invalidate several old special characters.
Also, doesn't this sort of exclusionary protectionism fly in the face of what this was supposed to be, a community decided exception process?
