I have to say this, I can't tell you how many Outcast Destroyer I see flying around in Liberty when I'm there. Honestly I've lost count. There are numerous indie Rouges, LH, etc flying around in Outcast Destroyers. So no, it is not that well controlled.

I fly a BHG gunboat and I don't go around attacking every pirate I see. I RP first, if I get a response that tells me they don't want to fight I RP a way out of fighting and go about my merry way. That's why I personally don't want my GB taken away from me, I worked to get it and I work to keep a good RP for that character.
What your suggesting is that we punish everyone because of a bunch of PVP/cap whores that are ruining some people's fun. Why don't we find a solution that only punishes them?
Jinx: I completely agree with your first post in this thread. You are exactly correct on how the BHG rp is in lore. There is no reason whatsoever that the BHG shouldn't fly capships when needed. The Guild is extremely wealthy and by far the largest threat to Pirates. Far more so than House military. The Houses would pay the BHG good money to continue operations because the BHG can go where the Houses can't. The BHG can take the fight to the Pirate's lair.
Do I think that BHG caps need to be harder to aquire?
Yes. Move Cruisers and above to the Core ID and make it hard to aquire. This will weed out a bunch of folks

Yes. Keep the Cruisers and above out of house space. Anyone bringing a cruiser or above would be breaking their ID and subject to attack by the houses and or sanctions. Honestly I could see the houses only allowing themselves to have Cruisers and above in their systems legally. Note I said legally..the unlawfuls can do what they want and will reguardless of what houses say.
But come on. I can see the need for the normal BHG to have access to gunboats. What if they wanted a shipp to defend their stations. For RP I think they would keep them in house space to protect things places like Sheffied, and Deshima. We all know that pirates use em, heck private corps use them. Yes I know that bombers can gang up on GB and kick their butts. Then why are pirates allowd to use them ...when bomber could work just as well. Keeping the Cruisers and such out of house sapce, Yes. That will solve some of the issues.
I have two BHG chataters, one flys a Bomber and the other an Arrow. Truthfully I am not the best at PVP but I do what I can and accept the fact that I am gonna get my butt handed to me. I play a hunter for the role play. I do actually say a few lines of text before engaging a target. I even give them a chance to surrender, since thats what would happen in real life anyhow. If they did I would RP turing them over to the poplice. May not get paid, but oh well. Not that anyone has surrendered.
I do not think the problem is BHG players...it's those folks who could care less about RP and the BHG cap ships are just the easiest to get. Make them too hard to get and we will have flood of another type of cap ship. I do not want to see them be doled out by one specific group though either. If I want to run an Indie Core member and take the time to get tagged and buy the ID then I would want to be able to buy the Ships without having to fill out any request. Now if I step out of line and start to use it for ganking everything in my path..then hunt me down and kill me, in game. But as long as I roleplay and keep to the restrictions of the ID then I am fine.
So to sum up. Yup get the cruisers and above out of the houses and into Core only hands. But allow the regular BHG folks to have the BG's. if they do not use them in a good RP manner then deal with it in RP. Not by changing the rules.

If we do find a solution that can do that, Im all up for it.
But as many other ID's will be nerfed aswell, im just going to say that Im all for joint punishment, Hell i should know, I have a BH character aswell. In a Gunboat, I got pissed aswell, But i know that this is for the Server.

So, why can't a SP (Server Police) be created to serve that exact purpose? Help out the admins with a menial task like this that is hard for them to be everywhere and do themselves.
The SP's couldn't make any major decisions without admin approval, but they would be able to fine people flying cap ships with no justifiable RP. Maybe this is a bad idea, but to me it would help with this problem without hurting all the people that are RP'ing these things correctly.

Alright I like that Idea, SP.
But I think its to much power still, for a normal player.
But i think there should be restrictions for all caps, all factions. Youl need to write a "good" story to be able to pilot a Cap, and that itself can be monitored by the SP.
Well SP's would have to be appointed by and monitored by the Admins. It would help them delegate some authority. Lets be honest here, this server is getting huge and the admins need help.

Well I really think something like having SP's is a better solution than making non lore ID changes.
If people are taking advantage of the rules, don't change the rules just get more people to enforce them. Look at real life, if criminals get out of control - more laws to restrict them doesn't help. You need more police to control them.
And that is the problem we have here, it has been stated above that if we restrict the BHG ID then those people will just find another ID to use to get their cap ships. Where will it end? Eliminating caps from Disco altogether?
I dont think SP is the way to go, It would just be another hassle, because then the admins would have to police the police. I dont see why it is such a big deal, give the indies their GB's and if they want to get a a bigger ship, make them work for it, write up an RP background and submit it for review. Then if it is approved get them a Core ID so they can get their ship.
As for the OC dessies in NY, as you stated, LR and LH, hardly any Outcast.
I had a VERY long, well reasoned response to the issues and complaints that some of you were making about the Bounty Hunters.
Instead, let me just say this:
How many UNLAWFUL factions are there? Okay, hold up your hands, kids - oh, ALL of you want to play pirates?
And how many LAWFUL factions that are actually represented on the server are there? Okay, not NEARLY as many, are there?
Seems pretty simple to me - everyone wants to play pirates with no consequences, and you'll do anything to twist the rules so that you can do that. Guys - real world doesn't work like that - neither should this game.
As long as there is ONE independant corsair, lane hacker, or outcast out there with a gunboat - then basic bounty hunters should have gunboats as well. (Since we all know there's going to be many more than that, this is a silly argument.)
(Freelancers are NOT the poor cousins of bounty hunters - their ID should not be changed like this, either. A successful freelancer could end up owning his own gunboat starting from scratch - he's his own corporate boss, after all.)
