This is the first exclusively rational and highly educational thread that's been on these forums in a long time (up to this post anyway). Reminds me of what it was like a year ago when I joined. Bravo to all posters.

If you restrict the people a Bounty Hunter can attack to just individuals with bounties on them, you're going to kill the faction. Why? Just how many bounties are there out there?
The problem with the BHG is the fact that caps exist in it, compounded with the fact that there is no one single BHG faction that can regulate any of it.
The BHG is really the lawful faction that has the unlimited ZoI.
This is what I propose: Actual BHG licenses on forum.
Have players apply to get one and register their vessels, and if they don't actually have a BHG license, they're more or less hunt/kill.
You mean like an admin issued id thingmajig in your hold?

Nice. And this is even after someone has mentioned registration and server police.
Now to really solve this problem, why don't you nice folks all join our faction? (As shameless a plug as you will see)

Agmen of Eladesor - You represent the S/D , perhaps the only (so far) BHG faction that I like. Act aproprietly and don't start flames. Because this threat needs only a little of them to get locked.
Let's keep this matter civil.
Now , there is actually a very good reason for the removal of the GS on the normal BHG ID. It's simple , you ( mostly indi BH ) have shown that you are not capable in handling that ship. You cannot handle the responsibility of a ship that is far better then most others. Since you cannot handle the ship it has been removed from you. Simple as that.
Aslong as there is no faction representing the BHG who will step up , with an iron fist if you must , and demand RP , responcibility and respect for other players , that will remain.
a further problem with the core ID is - you cannot fulfil a bounty contract. - it is limited to military operations ( and i m sure the order will thank us for throwing ALL the BHG capships onto their doorstep - cause.... sadly, the only enemies they ll have are order, corsairs and nomads .... thats omegas / omicrons for us )
so - even IF a core gunship went to new york ( cause the keepers regularly visit it ) - it would not be allowed to assist or fulfil a contract. - so it would not be allowed to kill a pirate ( only if the pirate drained its shields 50% or more in self defense )

@Eternal: while i think i know where its coming from.. who are we ( you, i or others ) to say "who has shown the responsibility to handle whatever ship". - its not upon us. - the only thing that one might say is "when you have been sanctioned for breaking the rules, you must not fly a capship anymore, ever ever ever again" ( mind, applied in general to ALL factions marking not the account, but the player [ IP ] ) ... what one must not say is "you are in a faction that happened to have shown unfairness and a lack of responsibility... no, no - not you in particular, but your faction, sorry - now you are punished for it, too"
Actually , as strange as it may seem to most. I think that this would actually aid the Order in matters of RP ( please don't quote me on that later ... ). Having more activity in the Omicrons will encrease the Order players activity , it will also encrease the Zoners activity in those systems , who will probably wish to observe if the Freeport rules are folowed by both parties.
The large increase of the Order's ships will provide them with enough power to confront the Hunter threat , will the ocassional assist from the Corsairs.
Aslong as that ID ( BHGC ID ) is handled with care and the ships it alows are handled with the apropriete role play and responcibility, I doubt there will be any problems.
@Jinx - I merely speculate what I have discussed with other people who have met surtain individials ingame and we have all had the same or simular bad expirience in all of the ecounters.
While it is ABSOLUTLY true that I cannot judge every single representitive of the BHG faction , for the mere fact that I have not met all of them. It is true that the ship in question has been missused for it's obvios PvP advantige and coused headaches and bad days to no end. That is my explenation for the DT's dessiotion for that ship.
As a BH BS pilot, I'm all for restricting destroyers and up to the Omicrons - where common sense and game lore tell me they belong. Pretty much a no-brainer.
To be blunt, this suggested rule regarding gunboats doesn't seem completely thought out. The cynic in me says that this is someone's way of getting some revenge on some wayward BH pilots.
The only way this rule would make sense is if the pirates had the same rule applying to them - which I wouldn't endorse.

it also seems a bit unfair to me as well considering how much pirates spam gb's maybe bounty hunter bombers should be improved to some extent?
note: i dont have any Gunboats at the moment it just seems a tad unessary to me

well - the zoners will not have much to say about the omicron operations of the BHG anymore in 4.85 ( in terms of who uses what station etc. ) - but don t quote me on that one.
the problem is that we concentrate a lot of firepower on factions that might not be able to take it. - the order gets new ships in 4.85 - but new ships do not equal new players.
the 2 capital ships for the order are restricted MUCH more than even the blood dragon fighter in terms of who can fly them ( like 2 carriers and one recon cruiser for the whole faction in terms of roleplay )
i just remember that - ( its not long ago ) someone complained passionately about BHGs invading minor and 100 regularly without much RP ( except being at war ). - that would happen on a daily base several times. - and also the corsairs ( crete is simply much closer than malta ) would suffer much more. the players don t suddenly vanish - those players that seek pvp without much RP but still play by the rules will find their targets.
but yes, it CAN become a real incentive for intense RP in these regions - but it can also become a new sigma-13 where people just go for pvp ( you know - those people that yell at you stuff like "STOP YOUR FRELLING RPing!!":laugh:)
again, the BHG has the opportunity to have 2 gunboat class ships. -
the BHG GS ( the new one ) is made to hunt fighters and bombers. - it can NOT solo even an NPC cruiser anymore ( for various reasons soon to be discovered ) - its a PURE anti fighter ship now.
so - i d leave the GS to the bounty hunting and the orca with the anti-cap FG ( which is the more advanced ship anyway ) to the core.... that is a suggestion.

improving the bomber would cause greater problems. - we re currently trying to nerf them down a little, cause they are THE allround ships. - i don t think we want another "red catamaran" - the BHG bomber is one of the weakest ... but it feels OK. ( its very large and has a small powerplant ... mind, if you compare it with something like the barghest or warren, its utterly uber of course... so for the matter of comparison.... compare it to the praetorian, RH bomber, falcata etc. )
