No they don't. There's two KNF, a Bunter, and a KSP base there.

The BHG base in Shikoku isn't even BHG in-rp, they just own a desk there and assure the security within the station only, not Shikoku. It really is a Samura base. It's there so Libertonians can't get further into Kusari.
While IC has Liberty origins, they are the only insurance company in Sirius, so it was easy for them to get that base in NT.
Actually the IC base was built there when they Pulled Kusari and Rheinland's asses from the fiya.

That's because Samura had a Vanilla contract to ship lanes into Kusari I think.
There's a JH to Galileo from Shikoku. On the other side of it is a Lane Hacker base. When the fancy takes us we can pop into Shikoku, pop a few traders and disappear back into no mans land before the KNF even get a wiff of us. Any further out is too dangerous and we risk getting caught.
