About a month ago, we came into contact with a Colonial surveyor named Anaximander. Interested in forming a good relationship, he made a report to your people, and I granted your forces docking access to our stations.
We have not heard from you people until today.
It was in Dauphine, and they were prepared to shoot me for being LaBrise. But, after informing them of our long-ago change in administration, they were able to understand our situation. Also, I told them about my talk with Anaximader. They seemed intrigued by this.
They asked what we had in common. I answered; our dislike of the Crown, Outcasts, and Cardamine. We are also good friends of the Council. We both have been around for a month and a half, and are willing to solve past mistakes...
The details of our relationship need to be discussed further, of course. I will be awaiting you reply.

My name is Richard Connors, President of the Colonial Republic. The logs of my pilots have crossed my desk, and I was told to expect a transmission on the Diplomatic Band from the Unione Corse.
Our knowledge of the Corse Organisation comes from our limited dealings with the group called "Famille de la Brise de Mer" - For all intents, they were a Pro-Royalist organisation with absolutely no scruples - pirates and murderers. The Colonial Military has standing orders to engage all marked "LaBrise" vessels and terminate with prejudice. I think that explains their initial hostility.
It is good to see that they have been removed, and a far more sensible organisation has taken their place. According to the logs, the Corse Organisation works with the Council, actively opposes the Royalists, and preys upon the Gallic Corporate Shipping. As long as your target list does not include the IMG or Bretonian interests, I believe we can work together, perhaps even more so.
If you are willing, we can move forward toward a more profitable partnership, with an assurance from you that, as I have said, you do not prey upon IMG or Bretonian vessels, traffic in cardamine, or have congress with the Outcasts in any fashion.

We will agree not to pirate or attack IMG or Bretonian vessels, so long as they start no hostilities themselves.
As for the Outcasts and Cardamine, we oppose that more than anything, for various reasons.
It was also brought to my attention that your military is being harassed by mercs who claim old bounties. Keep in mind that our services are for hire, and we prefer to work with those friendly to us. If all of this works out well, you can employ some of us if you need assistance.
To clarify a point, our opposition to the Royalists is more passive than active, but substantial nonetheless. We wish to retain our organization's well being, after all. Which is another reason we are branching out, in case the worst happens. The only instance where we openly assist them is when fighting Outcasts.

With your assurances, I believe the Republic and the Unione Corse can move forward together.
In speaking with the Republic Parliament, and Military Intelligence, the Republic have come to this proposal.
As you know, Gallia's ability to make war depends highly on their insular trade, and thriving economy. That war economy must be hampered, and if possible, stopped. To that end, we wish to the enlist the Unione Corse in harassing gallic corporate shipping. This requires intelligence gathering first. Every EFL, IDF, Solar, and GMS vessel, representing the primary corporation, find them, gather an image of their name and ID papers, and transmit them to us. Once that info has been confirmed, we'll authorize a bounty of three million sirian credits to be payed for each successful destruction of vessels that have been identified. How you deal with the vessels is not our concern, and we fully encourage you to pirate them, and destroy\procure any cargo if able. We will set up a secured channel for all intelligence gathering, and bounty payouts, when they are needed - just inform us over encrypted Sky P3 communication protocols.
In return for this, the Colonial Military has a request. Our Intelligence Units have done deep scouting of various Gallic systems, and we've identified a system that connects with Languedoc, that we believe is under the Unione Corse's control. Intercepted transmissions list this system as being named "Corse" - and that a station exists within the system. If this base does belong to you, the Colonial Military is very interested in stationing a small special operations squadron there, and using the station as a forward operations base. The Colonial Military's use of this base, if authorized, will be kept highly secret. The Military Units stationed there, will be under strict orders not to undock in the presence of compromising elements, and not to lead enemy forces to the base, if being pursued. We will, of course, come to the aid of the Unione Corse, and fight along side you, should you wish it.

The Unione Corse are in full agreement with your proposal to use the Corse system. Which, of course (please pardon the pun, monsieur), is a system we control.
(//EDIT) Accommodations for your squadron will amount to $10,000,000 per month.
As for the bounty system, in general, that is a good idea. However, the method you proposed seems a bit complicated. It would be impossible to gather information on all of the Gallic Corporation affiliated ships, for not all will be trading at once. We will gather what we can, but after sufficient data is collected, we will resume pirating. When we do so, we will image their ID cards, their names, and the chat dialogue and transmit them to you.
Also, members of the Unione Corse have dutifully reminded me of something very important. Recently, we have been working over designs for a Corse gunboat, and for now we would like to keep them top secret. Therefore, docking rights for Monaco Base have been revoked. The Colonial Republic still retains its docking rights to all of our other bases.
Since these talks have been developing well, I am including a draft of our agreement. Please feel free to reply with an edited copy. When it is finished, it will be posted separately.

Although some consider the word very strong, I would like to consider this as an alliance, as both parties are too involved for it to be just 'friendly'.
