Like a bottle of deodorant - absolutely repels them. So as to avoid finding yourself being used for purposes best not mentioned here, but presumably involving a cattle-prod, some nachos and an empty bottle of tequila.

The Zoners Consortium proposes that Freeport 11 elects a new governor that will be in charge of overlooking all political matters concerning said Freeport. Any one Zoner may be nominated and likewise voted upon by any Zoner. If the selected governor is affiliated with the Council of Zoners, Freeport 11 will remain within its domain of influence. Otherwise, the said Freeport will detach itself from the sovereign control of CoZ and become the sole property of the governor.
This is our proposal and we believe that it is the most democratic course of action to Ms.Tate’s proposition. Additionally, the Zoners Consortium pledges to defend and supply Freeport 11 with whatever means necessary to uphold peace and neutral stability of the station. The Zoners Consortium will also provide advise to the future governor as the governor sees fit. Because Freeport 11 is invaluable to our faction as a base of operation for our scientific research, we will do everything in our power to support the station by all means necessary.

"no third party will enforce the laws around our station - as i take it as a given fact that every faction will be glad when no other faction enforces it - henceforth, the NFZ will only be enforced by dedicated zoners who will also only make sure that the safety of the freeport is fully ensured.
as guards of the station - the priority is not to favour or discriminate others - but only to uphold what is necessary to ensure the safety for everyone.
omicron-delta is a very vast system - and if factions have business with each other - that business can easily be conducted at a safe distance from the station - in which case - the zoners will take no sides, nor will they interfer with such business which is not theirs.
while i value the offer of an envoy of the guild highly - it was surely just meant as a gesture, as we all know that such a "service" would never be agreed on.
while the station is zoner property - the playground it offers is everyones - which is the spirit of a freeport. - since everyone benefits from it - it should be in the interest of everyone to respect the few guidelines we have there.
the time that we have to deploy an army to enforce such laws is the time that something is very wrong. - i wish not for such a time to arise. - this is by no means a plea for peace and harmony as such ideals are but an utopia, but i am sure everyone can see the beneficial function of the freeport as a neutral freeport in delta for everyone.
oh - and the Persephone is not really a guardship meant to enforce Freeport law. - the ship is deployed against the much greater enemy but human disagreements - it is deployed to defend the station against nomad capital warships.
in a total - i appreciate the overall postive feedback on the matter and will forward it to the station command. - of course there is still room for questions and answers.
but let me state again: - we expect every faction to respect our laws for their own benefit - but in the very unlikely case that we might remind someone on the guidelines of the NFZ - it will be the zoners that will make the reminding... while at the same time - we will welcome any guest and customer.

Until a specific governor of Freeport 11 is elected, the Zoners Consortium endorses that no political body, including the current Council of Zoners, shall have sovereign control of Freeport 11. Any claim to sovereignty over the said Freeport will be publically denounced by the Consortium.

Ms Tate, I begin this message with an admission that I thoroughly respect you as a commander. We have fought together many times in defence of Freeport 11, and the continued existance of the aformentioned outpost is a testament to your determination, and that of our peoples.
Since it's creation, Freeport 11 has relied on the services of the Corsairs to protect it from the alien scourge. Countless times have I abandoned paperwork on Crete, assembled fleets, and rushed to the assistance of the isolated base. On many of these occasions, we fought side by side. I am sure you cannot deny the contribution my people have made to the safety of your assets in the region, as I am sure that you cannot deny the importance of our continued assistance in preventing Freeport 11 from succumbing to the relentless barrage of nomads that pound it's hull on a weekly basis.
The Treaty of Bethlehem is an insult to our nation. It legislates the assistance of Bretonian forces by Zoners in the ambush and execution of our brethren. I have no doubt that you recognise this treaty for what it is; this is, afterall, what has triggered this move for independence.
However, I find it uttely disheartening that, rather than standing up for what you believe; Zoner neutrality, and maintenance of good relations with the Corsairs, you have chosen to let capitulation spread through the Council of Zoners, and are making attempts to cut yourself, and Freeport 11 off from the greater Zoner organisation, so as to save yourself from inevitable backlash to the Treaty.
Rather than taking a stand, you have taken this move to protect yourself and your base.
Because of the respect I have for you, I have taken the decision that my familia will continue to observe the NFZ of Freeport 11. However, how can I, in all good conscience, order my familia to help protect your base from nomads, when your associates in Omega-3 are aiding and abetting the murder of our brothers?
Until I am satisfied that the population of Freeport 11, it's administrators and commanders in residence are applying significant pressure to have the treaty of Bethlehem overturned, or else campaigning for a change in government of the Zoner organisation, I cannot commit forces to the defence of Freeport 11. Sadly, any distress calls we recieve from the base will have to be ignored for the time being.

Do you honestly think that you can up and claim yourself as the Governor of a Freeport? No such thing truly exists my good sir. And on what grounds do you think you can be a said Governor? You haven't sat and defended the Freeport against the terrorist-like Apocalypse.. You havent flown into hordes of Wilde and Keepers.. You haven't fought against a much more powerful Nomad Battleship. You haven't been there as the only true defense of Freeport 11!
I will personally fight you to keep you from claiming a random Freeport as yours. I will not allow the place I have defended so strongly to be taken by someone who's practically trying to start a Civil War amongst us Zoners!
And go ahead, try and claim the Freeport for yourself. How long will you last without the rest of the Zoners supplying it with Food, Oxygen, Water, and the other necessities?

Okay. The Freeport may or may not receive more than enough resources to survive.
That does not change the fact that I will bleed for the Port that I have defended day in and day out from all sorts of invaders and attackers, and the mentally challenged. Why does Tate here deserve to govern a Freeport when they barely concern themselves with it? If anyone deserves to govern Freeport 11, I do.
Do I want to govern the Freeport? Not in the least. I already have a Freeport of my own to manage. I call it the Paradise.

For the record, we want to mention that we are not recognizing Ms.Tate as the governor of Freeport 11 at this time. Our stance remains as before: No Zoner party has sovereign rule over Freeport 11, besides the citizens that live on it.
In the meantime, ZTC will continue to supply Freeport 11 with supplies, military defense against hostiles, and other means of support.
