Pirates may stop a ship, cruise disruptor, and fire a couple warning shots at the person being pirated but not enough to engage them, half shields.
The pirate must engage in RP, more then 'Give two mil' or 'My faction hates yours DIE'.
If Trader does not respond within thirty seconds then they may be destroyed by the pirate, or if they respond slowly and they seem to be procrastinating, then the pirate may destroy them.
Demands may not be excessive, take into account their ship and cargo and make your demands from that. If you are a pirate don't take more then a fourth of the cargo, if you are police or policing(Xeno or in ZoI) then you may demand all cargo. / Keep it into RP if you hate a faction pirate them a little more or destroy their cargo to hurt their economy. RP and have fun with it but don't make it not fun for the other.
May only pirate a person again if they dock and relieve their cargo or if they leave the system. Look at times and it's at your own discretion if it's unfair or not.
Traders may use pirate lanes but are at risk of being 'taxed' heavily for it.
Above all else be civil, as can be, and keep in RP and character. If you break it and go OORP you may be destroyed, if you make the Pirate mad he may destroy you, but he may not destroy you for seemingly no reason and especially not if you payed him.

Pirates can demand whatever they want ... get over that fact. I've said it many times before ... if a trader can post a bounty on a pirate for 10 mil then the trader has no business complaining when the pirate demands 5 mil (or whatever). I've seen 50 mil bounties by traders who whine about being taxed 2 mil.
Pirates can pirate the same trader as often as he likes. If the trader is destroyed, he respawns and "reloads" new cargo. If he pays, he continues along his way and "docks and sells" his cargo and then "buys new cargo" and ... ahem ... he then returns to the same system where he was pirated in the first place. Where's the role play in a trader who "willingly" returns to the scene he was pirated? So ... lets not talk about role play of a pirate if we're not gonna discuss the role play of a trader.

Unenforceable rule, would cause many an argument over sanction reperts as it's entirely subjective and that the trader isn't then allowed to respond after you've killed them.

This really shouldn't be a rule, but rather a part of some unofficial "pirate code" somewhere on the forums. The moment we limit what pirates can ask for is the moment we kill piracy and stop it being fun from the trader's perspective.

I agree with the limiting the piracy amount being a unspoken code. Cause that is a very good point that if you can call for a twenty million bounty then the five million piracy isn't so much unfair anymore.
