We need some way to actually control territory. We should be able to capture territory and change the affiliation and infocards of bases and such by organized event (or simply a really, really big raid or sneak attack), which should be possible via that lovely server update feature somebody came up with. The players and factions need to have actual effect on the status quo.

Actually, the auto update does not work for everyone, unless you are referring to the hooking info cards and prices, which is limited to a certain number of changes, so that probably wouldnt work too well either. Even if one of these two methods did work, changing all the patrol paths to reflect the change in territorial control would be a daunting task.
Beyond that do you really want player population, ability and ship balance to have a definitive effect on the plot of the game?
But I do think players should be able to have more of an effect on the world of discovery, I just dont have a good idea of how to do it.

As I recall there is a way to manually initiate the update, which should work just fine.
Yes, I do want the player population to have definitive power. It stops factions from being invariably screwed and allows people to have an actual effect on the game.

Because once the LN (or RM) get done dealing with their local pirates, and then the non-local pirates, and then the other side's lolcaps that have come down to die, most people are tired of fighting and don't feel like getting into an organized fighter battle.
I have small idea, but I not know do it have any chance to work, but I will tell it anyway.
Lets say event that 1 navy battleship ( NPC with infinite hull like other base battleship ) will show up like 25 K from Hamburg, fleets patrols in Hamburg will increse, Navy fleets around battleship will start to show, sometime even close enogh to fight each other.
And event will start with points, destroying patroling fleet of your enemy and delivering Commanders of units to battleship ( on navy side ) or to Base close to hamburg ( on Rheinland side ) will give this side points, taking back captured commanders from enemy side will take down points of your enemy.
After for example 1 week, the side who will get more points will win.
If Rheinlanders win, Navy battleship will change into trash and in news it will be " In last week huge fleet battle took place in Hamburg, the invaders were succesfully destroyed "
If Navy wlll win, Planet Hamburg will get under Liberty occupation and in news " Navy invasion was succesfull and Planet Hamburg was captured, liberty is one step closer to win this war "
I know that number of navy and LSF is alot highter, but it is because New york is very interesting place because of pirates there.
With event like this alos will join Rheinland to have fight with navy.
Fleets, battleships will play huge role in taking down enemy fleets, however fighters and bombers in huge groups can do alot of damage and destroy enemy fleet as well.
Clue of event is to hunt enemy fleets, and take down enemy players what hunt fleets ( they not can return to hamburg for 4 hours )
I know this idea is probably not good, but I just wanted to sugest it here.
