:[color=#3333ff]:Liberty Police, Inc. Notice Alert to Traders
::Background The Pennsylvania Liberation Force is said to have been founded sometime in late 815 A.S., but the organization's roots lie in the early 770s, when Libertonian influence first started spreading in the system. Comprised primarily of native Zoners and Junkers, the PLF's official goals are not entirely understood. It is clear, however, that its members share a common dissent for Libertonian elements in light of what they claim to be sharply increased crime and a failing economy system-wide.
Captured PLF fighters have only yielded certain details of their organization; namely that they are often sent to disrupt and discourage corporate trade within Pennsylvania, and that they are given a very strict set of guidelines for engagement. It would appear that PLF organizers intend to remain strictly secretive about their cause, possibly in an attempt to retain support from other native Zoners.
::Known Details Alignment: Unlawful, possibly in kind with the Xenos of Milford Base Zone of Influence: Thus far, strictly to that of the Pennsylvania System Numbers: Unknown. Estimated to be at least two-dozen-strong.
::Diplomacy Hostile to Liberty Corporations, Police and Navy
Hostile to Rogues, Outcasts, and Lane Hackers
Neutral to Zoners and Junkers (Presumed)
::Recommended Actions Increase escort patrols of Bethlehem Area and investigate points North
Maintain and reinforce current wiretapping systems in trafficked areas
Report any and all details regarding this group directly to: Organized Crime Unit, Philadelphia Sta.
The PLF is, at its core, a small collection of frustrated and dissenting Zoners in the Pennsylvania System. Those in the PLF view Liberty's expansion into Pennsylvania as a force of destruction.
Liberty Corporations entered Pennsylvania towards the end of the 790s, and brought with them Rogues and Outcasts in record numbers. The PLF points to skyrocketing crime rates and pitiful arrest percentages as evidence that the LPI is an inept and corrupt crime-fighting force, and resents the presence of the Navy and their keeping a stern eye on things.
Many of the older PLF members also resent the gradual increase in Libertonian interest over the years, some saying "they let us build it, and now they want the rewards." Others have a particular contempt for Governor Guillemot's policies geared toward supporting Manhattan over Erie.
Whatever their background, PLF members aim to quietly and discretely operate to disrupt corporate trade into the Pennsylvania System. They strive to discourage trade in order to ultimately drive Libertonian interests from the system, hoping to return to the peaceful, desolate wilderness that existed in the early 700s.
::Rules and Requirements
The PLF is a closed-economy group. This means that there will be no sources of cash other than gains made smuggling, pirating, or through donations from non-internal sources. Starting cash and vessels will be gained through /restart Liberty (for repfixing).
Furthermore, to maintain that Pennsylvania "feel" and to focus on RP before all else, the PLF will be limited to only flying vessels and mounting equipment found in the Pennsylvania System. Some exceptions may be considered as our dealings and finances improve, but for now, this is a very firm rule.
ID carried shall be Independent Pirate, and our home base will be Bethlehem, but operations will also frequent Allentown. Affiliation is less important, but we are working on coming up with a good one that makes sense. PLF are, in reality, Zoners-turned-Xenos (of sorts). Years of being "isolated" in Liberty has caused the PLF to lose their neutrality vows and their desire to resettle elsewhere. Other Zoners may frown upon this, but the PLF are convicted to their cause.

I feel the need to point out that the Xenos ID has this tendency to make Junkers Q_Q.
Trading with Allentown isn't gonna happen.
Smuggling's also pretty much whacked since the rest of the Xenos want to -stop- incoming goods, cardamine, artifacts, blood diamonds, counterfeit software, human organs, synthetic marijuana, and slaves inclusive.

Haven't read all of it, but like the concept of "closed-economy" making Pennsylvania truly a "nub-zone" for lack of a better word.

To that end, "smuggling" could mean gaining resources (mining, pirating, plain old trading) between Pennsylvania bases.
It will be tough to maintain neutrality with Bethlehem, but to them "smuggling" will mean "taking regular goods out of the Liberty supply stream and bringing it to our families on Bethlehem."

In other words, mugging NPCs.

I can't help but think that perhaps indie Pirate ID would be more fitting. The Xenos don't seem to want to run Liberty out of a system, it's everyone else. I may be wrong here, having never played a Xeno, however.
Likewise there's that whole Junker neutrality issue.
This would also enable use of Zoner tech, to further contribute to the "Zoners Gone Wild" story. (Pink cell; free use of guns, permission for ships needed, but the ships wouldn't come up anyway.)
Other than that, no issues; the infocards in Penn suggested that such a group should be around, and I'm surprised it's taken this long.
