BAF has bounties for Kishiro in Bretonia, and Nooblet has them for Kishiro mining ships.
I don't think there's an such grudge on kishiro to post a bounty on our traders

I like you lot. The banter is good, and I certainly like banter. It's just a shame Bowex sees so little of you. I mean, today I heard one of you by chance as I was moving through New York. I'll attach some of what I thought was the better bits.
Tell you one thing, the Kishiro|Kurage.Noumiso has some quick comebacks. I wasn't sure what to expect after the battleship quip, but he definitely aced it. :D

It is merely to give a better RP background of a certain individuals in the Yakuza Family attacking lonely Kishiro NPC Transports and stealing their cargo.
We don't pirate actual Kishiro Players. Now you might still say the NPC's are considered in Role-Play, "real pilots", true enough, but you guys still don't got access to the transmissions sent above so you still have zero knowledge of the situation. Considering that I have left plenty of Kishiro| tagged players unharmed when they have encountered my character, it wouldn't make sense for that pilot to state such a thing. Because it means he must have recently read the thread I provided above.
This is also another thing why I restricted the attacks to NPC's only. Eventually one of the real players, regardless if we killed them, would report to the Kusari Government. They could simply say that their escape pod drifted to a base and they got rescued. Etc. etc.
So yeah, just to clear up the possible misunderstanding.
I assure you that Kishiro feels a threat for every non lawful entity in Kusari space, and to add to that - Yakuza as well. We had no roleplay that actually shows you guys won't get in our way, and until an encounter happens where that's negotiated, I do not see why shouldn't you attack us.
Also, the "I drifted blah blah" is invalid proof while I'm leading the Kishiro. Should you engage our convoy and kill it or roleplay it well enough so the piracy is covered up I am sure no report would go to KNF.
Should you fail to pirate him and should you let him dock safely after piracy without covering your tracks i think the aftermath should be as you described it. Until we meet in space.

I don't have so much knowledge about Kusari Role-Play as I'm still learning by each day that passes.
To be honest I'm very confused how to treat Kishiro players. Lore suggest we don't actively attack you but more dislike you for what you stand for and your ideologies. However, the Yakuza shares alot with the Kishiro regarding exactly that, we are not like the regular Hogosha, the "old-timers" so to speak.
Well, I went away for a while, and came back to see we live in 'interesting times'.
What I most puzzled by with the current situation in the Sigmas is Kishiros 'small target' strategy.
I mean, here is a perfect opportunity to put the boot into Samura - and the mighty Kishiro wont step up?
I put it to you guys that you have just entered a transitional phase of RP - between 4.85 and 4.86.
In 4.86 Kishiro shall overthrow the Kusari government - conflict with Gallia being the last straw.
Use the current situation with the GMG to begin the process of building that animosity towards the Kusari Government.

Reasons are following for my decision:
The reason you decided to kick off Samura from Kurile in this moment of transition between 4.85 and 4.86 is puzzling to me. Whenever I went to ask for explanation I got it's about "activity".
I realize GMG lacks activity and they've got fighters and whatnot and some actions in Sigmas are encouraging thing, but I do not see how we fall into that at this moment.
I also do not see why did GMG forget to produce evidence that Samura is working closely with Corsairs as that could be the easy way to achieve leverage within the Kusari council. Moving from that it is already explained in the 4.86 lore to how does Kishiro raise to the power with the new government and it's far from "they side with GMG when GMG want to do something scandalous to increase activity"
Now my Corsair would enjoy the latest Sigma action, and my kempetai gunboat will have fun too. If I had any GMG char they would do the same, but the Kishiro character will stay true to Kusari, and try to resolve this in the matter we see fit. And that's not trough opposing their own government because that is not how lore for 4.86 is written.
Again, this is just my personal opinion of the matter and should the other members of Kishiro that have strong words vote that Kishiro actually openly takes side in all of this and helps GMG I do not see anything that will stop Kishiro from doing that. Certainly not me.
I don't find your 'true to Kusari' convincing at all. You are a corporation, you should follow your ambitions.
4.86 brings you to power, and this is the best 'transitioning event' you can use for that.
You don't care about GMG goals, why should you? They are obviously on your side, trying to undermine Samura's power.
And destroying Samura reputation should be your main goal, if not the only one.
I'm not saying you should openly side with the GMG.
You should use your diplomatic power against Samura, that's all.
