From what I can tell, there is no set battleground for the factions, GRN doesn't enter Leeds because of BS'es next to the gates (And the hole entrance and exit is in the middle of an asteroid field), BAF/Exiles doesn't enter Edin because "We're on the defensive". In .85 We were in the same system, so sooner or later one side would attack, or just meet in the middle of the Stokes-Leeds lane.
In short, what should be done is give GRN caps a relatively safe and easy to use entrance to Leeds. Bretonia has to feel the pressure.

Or do something even more drastic and put a GRN base in Leeds, either a stationary Valor or a captured station. Doing such would more than likely open up a lot more interaction between the two parties.
