I didn't question this notion. Instead, my suggestion of "common sense" includes compromisation, understanding, forgiveness and leniency. Of course your police officer can roleplay a heartless jerk and rob a poor man's only unit of cardamine which he spent his life savings on which he plans to use it to convince his wife he's not a coward.
The problem lies within the fact that players don't listen to logical reason and adheres to rules and regulations for their lack of imagination and tolerance. You want to play the automaton who makes no exceptions? Fine, just don't expect me to be nice in return.
As the player, you call the shots. I only recommended alternative solutions which can lead to win-win situations for both parties.
Sorry for being straight but currently you are the one with the lack of tolerance and respect towards other's RP.
The house laws are pretty straight which quantities you may own or not.

That bounty hunter pilot represents, what, a life?
Your ideal win win situation you describe has one too many wins in it. No I wont give up my half ton of cardamine officer. No I wont release these men in my hold officer. No I wont allow you to dictate the flow of events based upon the situation as it presents itself officer, I'll tell you what the situation is and I'll tell you how you'll react to it.
Because, officer, that's what compassion is. To be the decent player who isn't a cancer of discovery. You'll follow the dance steps I provide you or I'll simply sit still and wait for you to kill me, because that's what people like you are here to do, right?

In short, no, I don't care for your viewpoint. If you don't want to deal with the repercussions of your choices don't make them.
Keep trying to gain morale high ground here and portray us as the jerks but what you fail to see is that we are not talking about player preferences or using common sense, we are talking about the absolute blocking of ones ability to Role-Play their character.
We are talking about the fact that you can't no matter how much quantity we are speaking of, deny what someone is seeing with their own eyes. If you got cargo, it's up to the player to decide if he will take the quantity into account. Nobody can outright deny what is clearly existing. That's what we are talking about.
We aren't discussing player preferences here. But if you wanna go down that route, I can only speak for myself, I got two [LN] characters. One who is a justice fanatic and follows the letter to the law, and one who is more laid-back and serves merely to receive the next pay-check. In these types of "grey area" situations, my two characters would act differently. But neither of them are wrong, and trying to put some moral factor on it like "well those who aren't forgiving are just being jerks" ain't valid.
You might have no clue whatsoever if the character in question already has a justified Role-Play to behave like he does.

Well. I didn't want to go with specifics. But to provide some context it was an LSF officer and a Harvester with nomad brains and bounty hunter pilots in its hold. It refused to acknowledge the former and, when the subject was dropped, refused to drop the latter.
I stated I would fire upon the vessel if it refused to release the pilots. It declined the opportunity to resolve the situation peacefully. It was destroyed.
