Be careful with aths statement there, it pushes an all or nothing vote, which will be harder to pass. An answer on what you would do with the Id question would probably be very helpful.

As far as I can see, bounty hunting is not part of your primary ID, the 'Pirate' ID. Therefore, with your secondary ID, you can only hunt within the bounds of the primary ID; since the Pirate ID does not allow hunting, you cannot hunt with the Merc ID.

So what you are saying is that you want the admins to either accept your application as is or not. I am saying that might make it harder for you to achieve official status, if you care to look at the situation and give an answer to a question about accommodation, it may make the job of us in the Admin team easier as we will have a better understanding of what compromises you may be willing to accept. Otherwise we have to make our vote on an all or nothing basis, and as I said, it will make it significantly harder for a passing vote.

This clearly states that ships carrying the secondary ID must behave according to permissions (which is bounty hunting in case of Mercenary ID) and restrictions of the carried ID.
I don't see a reason why the RR couldn't pursue bounty contracts with appropriate secondary ID.
It seems people are twisting rules and fabricating non-existent restrictions to hinder this faction creation request.

What's the point of having restrictions on an Id if people can just use another ID to her around them?

I'm was not making a statement. I am asking what rule prohibits us to bounty hunt with our secondary ID?
It seems that the purpose of the secondary ID is to allow just that. If you can't do anything that your original ID allows, what's the point of the secondary ID in the first place?
I am not sure how by asking this question it makes you have to make an "all or nothing" vote. I am just asking a question...
The faction creation rules talk about the restrictions of the secondary ID, not the permissions of the secondary ID. I don't think it was ever the intention for factions to be able to bypass the restrictions of the primary ID with a second one.

If the admins believe there is a hole in faction creation rules, they should plug it.
Otherwise I think it's fair to expect admins to respect the rules in place just like they require the same from players.
